"The COVID-19 outbreak has given rise to an urgent need for the supply of catering services because the existing supplier is unable to provide the service in accordance with the contract terms. This does not give Suffolks Primary School sufficient time to comply with the standard open procedure timescales for this procurement. Suffolks Primary School considers this to be a state of urgency which it has duly substantiated. Accordingly, Suffolks Primary School is using the accelerated time limits permitted under the Public Contract Regulations 2015 (regulation [27(5) for the open procedure in respect of this procurement". This procurement will be carried out under the Light Touch Regime. Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
