The Road Safety Authority (“RSA”) is the Irish public body responsible for the delivery of the driver theory test and driver licensing services in Ireland. These services are currently provided across four separate contracts, namely: • Driver Theory Test Services; • National Driver Licence Service Front Office Services; • National Driver Licence Service Central License Processing Unit Services; • National Driver Licence Service Plastic Card Delivery; RSA intend to explore the market’s interest / capability for the future provision of the driver theory test and driver licensing services and seek to explore the consolidation of these contracts. RSA is presently developing a questionnaire aimed at obtaining feedback / knowledge from the market and will be requesting the entities interested in these services to complete it. Please note the following with this market sounding exercise: i. This is not an invitation to tender/request for tenders and there is no obligation to reply. ii. The decision to respond or not respond will not affect your organisation’s opportunity to participate in future RSA competition(s), nor will it advantage or disadvantage your organisation in regard to same. iii. RSA may follow up with respondents in person to clarify the responses received and/or discuss other aspects of their response / RSA requirements. iv. RSA may also use received information to inform any specifications and procurement documents drafted in any future competition (if any) for the provision of the services. v. By responding to market sounding exercise you will be consenting to the information being used in this way. RSA intends to publish the questionnaire for this market sounding exercise in February 2024 with a return date for completed questionnaires by respondents two weeks following the publishing date. Should RSA choose to follow up with respondents in person, this will be in March 2024. RSA intends to instigate a procurement(s) of these services in H2 2024.
