In 2023, the HSE established an Authorisation Scheme for the provision of assisted human reproduction services with specific reference to the provision of IVF services inclusive of ICSI. As part of the process, the HSE now wishes to take soundings from new providers in the market in relation to the provision of the above services. The HSE is issuing this Request for Information (RFI) as a sounding exercise to obtain information in relation to new entrants since Q3 2023 and invites responses from relevant economic operators for the purposes of market research. In the event that no new entrants present through this market consultation, the HSE will pause the issue of invitations from the market until 2025. For the avoidance of doubt, any respondents to this Request for Information process that declare themselves in a position to provide all 12 care packages will be subject to the full rigours of the Authorisation Scheme application process, whereby they must confirm their ability to meet minimum requirements such as HPRA certification, turnover levels, insurance requirements, minimum cycle levels, fully documented planning compliance, compliance with HSE governance requirements, etc. Only when applicants satisfy the HSE that they can meet all of these requirements would they be in a position to be added to the Authorisation Scheme via Round 2.
