Description

Birmingham Children's Trust requires a provider to deliver a monthly Regulation 44 Visitor Service for Birmingham Children's Trust internal residential homes and produce a report thereon. The purpose of the Service is to ensure that the day-to-day care provided in Birmingham Children's Trust residential homes for children meets the required Quality Standards and that the Reg 44 Officer employed to undertake the Reg 44 visits, will provide critical and constructive feedback to improve services and highlight areas of good practice in accordance with Children's Homes (England) Regulations 2015. This critical feedback will serve as an early indicator of the likely outcome of any Ofsted inspection of the homes. The Reg 44 Officer will undertake the following: o Interview, with their consent and in private (when appropriate), a range of Birmingham children living within the home, their parents, relatives, professionals and stakeholders and persons working in the home as appears necessary, in order to form an opinion of the standard of care provided in the home. o Inspection of the premises of the children's home and its records of any complaints. o Preparation of a written report on the conduct of the home. o Provision of an overall view of the way the home operates on a daily basis, and how appropriate care and control is provided to the children and young people. o Give independent comment on the progress towards any Ofsted requirements, recommendations and compliance notices, and actions from previous Reg 44 reports. This should also include how the RI, Manager and Staff are taking responsibility for the continuous improvement of the home. This is to be awarded to a single provider. This contract will be for a period of 3 years commencing 1 June 2023 until 31st May 2026, with an option to extend for two more years (3 + 1 + 1).
