A draft framework LECP and the initial two year Implementation Plan will be developed The process for the development of the LECP will initially consist of the following phases: 1. Preparation As part of the preparatory phase, the consultants will conduct a review of the current LECP 2015 – 2021 taking account of the reviews already undertaken to inform development of the new LECP, which at a minimum, will involve ‘round table’ discussion involving all stakeholders. This will inform the objectives/actions which need to be carried forward from the current LECP to the new LECP and which of these objectives/actions should be prioritised The Consultants will be required to carry out Socio Economic Analysis resulting in Socio Economic Statements that will identify high level objectives and outcomes for the overall framework LECP plan. The Consultants will present the Socio Economic Statements and High level goals to the LECP Advisory Steering Group for consideration and review. The Consultants will present the revised Socio Economic Statements and High level goals to the SPC and LCDC 2. Public consultation The public consultation process will be used to inform the refinement of the goals and develop objectives and outcomes that will complete the framework LECP and provide the foundation for actions to be determined as part of the Implementation Plan process. The LECP should be developed using a collaborative, consultative and participative approach, affording key stakeholders the opportunity to contribute in a meaningful way. Development of High-Level Goals/Objectives and Implementation plans. High-Level Goals for both economic and community development, should be elaborated further within both the economic and the community elements of the LECP, in the form of specific, measurable, sustainable Objectives and an outline of the desired outcomes.Finalisation of the LECP. Draft framework LECP and the initial two year Implementation Plan will be developed
