West Midlands Employers (WME) is a Regional Employers' Organisation wholly owned by 32 Councils within the West Midlands. Our vision is to advocate, build and champion people centered organisations for a resilient and diverse public sector workforce that benefits everyone in the region. WME manages www.wmjobs.co.uk a leading public sector jobs board and we want to have a better understanding of the recruitment challenges within our sector and our region. As we manage the regional job board we have access to data such as job advert views, apply clicks etc. We wish to commission a provider to work with us to develop an insights report of what is happening in the West Midlands. The project will include a desk top review, interviews and insights report that will be presented to our Members. This opportunity requires a suitably skilled and experienced provider to do the following on behalf of WM Employers: • As we predominately work with 32 local authorities we primarily want to understand the recruitment trends taking place (primarily over the last year but have access to data from last 3 years) • design a data insights report and carry out an initial data collection, to include data from WM region public sector organisations; Local Authorities, NHS, Schools, Fire & Police and use the data to build a picture of the recruitment challenges in our region and in the public sector (Essential) • explore whether there are different trends/nuances across particular job families/professions (schools education, social care) • include any data insights from other data sources such as applicant tracking systems (Desirable) • conducting interviews, with LA's if appropriate (we will provide contact details) and carrying out research to gather data to inform the initial insights report (Essential). The report will provide an insight into the recruitment challenges facing the public sector across the WM Region. • develop a template* approach to enable WME to carry out periodic data collection and updated trend report (Essential) *template will be owned by WME • deliver this project by the end of August 2023 within a maximum budget of £17,000 + VAT. Outcomes The outcome of this work will be to enable public sector organisations to have a better understanding of the challenges facing the sector and region and use the data insights to work collaboratively to develop solutions. • a collective and holistic view of the recruitment trends in the West Midlands • how these trends fit with the national picture and what these trends may tell us about the increasing recruitment challenges our organisations are facing.
