Description

The regeneration and business directorate currently manages consultancy and professional services. The regeneration and business directorate is seeking to learn from best practice and commission technical expertise to support our ambitious agenda in Central Bedfordshire through this procurement framework. The proposed framework will comprise of a total of 7 lots covering the breadth of the directorate. Lot 1: Strategic Transport; Lot 2: Economic Development/Regeneration/Place Delivery Lot 3: Housing and Commercial Financial Modelling Lot 4: Strategic Planning Lot 5: Planning and Development Management Lot 6: Business Engagement, Events Management and Promotion Lot 7: Land Drainage and Specialist Design/Checking Support. The framework will be extended to England UK Areas Sub-lots: 1.1) Testing strategic growth scenarios; 1.2) Rail infrastructure policy and strategy advice; 1.3) Development consent order support; 1.4) Sustainable access and movement studies; 1.5) Travel plan formulation and delivery; 1.6) Junction modelling; 1.7) Route planning and design; 1.8) Rights of way creation advice; 1.9) Parking studies. Sub-lots: 2.1) Economic development strategies i.e. economic development, skills, inward investment, business growth; 2.2) Economic and demography analysis including forecasting; 2.3) Bid writing, appraisals and economic impact assessments; 2.4) Stakeholder engagement. Sub-lots: 3.1) Development appraisals; 3.2) Viability research and analysis. Sub-lots: 4.1) Demography; 4.2) Gypsy and Traveller; 4.3) Agriculture; 4.4) Design; 4.5) Capacity studies; 4.6) Greenbelt review; 4.7) Sustainability appraisal; 4.8) Heritage Impact assessments; 4.9) Landscape visual impact assessments; 4.10) Employment functional; economic market area study and employment land review. Sub-lots: 5.1) Planning application and appeal support; 5.2) Planning application validation support; 5.3) Planning enforcement support; 5.4) Process improvement and redesign. Sub-lots: 6.1) Management and delivery of events, including securing the venue/logistics, attendance at events, exhibitors, sponsorship, guest speakers, invitations, school and employer engagement, all aspects of risk assessment and health and safety; 6.2) Marketing and promotion using both conventional and social media campaigns; to include production of content, videos and/or photography and collateral as appropriate; 6.3) Writing press releases and producing case studies, including researching, interviewing and writing for the press and websites; 6.4) Website design, maintenance and hosting; 6.5) Customer Relationship Management (CRM) System – Design, maintenance and hosting; 6.6) Property database collection service and portal – host, provide, refresh and carry out maintenance; 6.7) Cartographer service – design, host and maintenance. Sub-lots 7.1) Drainage – provision of specialist flood risk management advice to support the delivery of our role as lead local flood authority; 7.2) Specialist design/checking support – specialist support in respect of building regulations compliance including structural engineering compliance checking.
