Description

Since 1 November 2007 there has been an all-island wholesale electricity market in operation, covering Ireland and Northern Ireland, known as the Single Electricity Market (SEM). The SEM is a centralized gross mandatory pool market in which all key electricity generators and suppliers must participate. Further information on the SEM, including various regulatory documents referenced in this Request for Tenders (RfT), can be found at http://www.allislandproject.org The SEM is regulated jointly by the Commission for Energy Regulation (CER) in Dublin and the Northern Ireland Authority for Utility Regulation (NIAUR or Utility Regulator) in Belfast, known as the Regulatory Authorities or RAs. The decision- making body which governs the market is the SEM Committee, consisting of the CER, the Utility Regulator as well as an independent member (who also has a deputy), with each entity having one vote. The Regulatory Authorities (who are the contracting authorities) now invite tenders for membership of a multiple-member framework agreement for Consultancy Support in SEM and Integrated SEM (I-SEM), relating to Economic & Technical Advice and Policy Development & Implementation. Call-off contracts will be offered to the successful framework members via mini-tender competitions. At a high level, key aspects of developments in SEM and I-SEM, for which the consultancy support may be required, includes, but is not limited to: 1. The Regulatory Authorities developing the DS3 (Delivering a Secure, Sustainable Power System) programme; 2. The Regulatory Authorities developing a detailed design of I-SEM including the Energy Trading Arrangements, the Capacity Remuneration Mechanism, Market Power Mitigation Measures and Forwards Liquidity/Financial Transmission Rights; 3. The Regulatory Authorities developing a set of detailed codes, rules and licenses for participants in the I-SEM including the Trading and Settlement Code; and, 4. Post I-SEM go-live issues.
