Description

This is a tender undertaken under the Provider Selection Regime (PSR) . The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 or Procurement Act 2023 do not apply to this award. Nottingham City Council is a forward-thinking and ambitious local Authority. We are seeking to commission an experienced provider to deliver an integrated 0 to 19 public health service (the Healthy Child Programme), comprising health visiting for 0 to 5 and school nursing for 5 to 19 (to 25 for those with SEND and care leavers). The service is universal with targeted and specialist provision and covers children and young people resident within the Nottingham City Council boundary (approximately 87,001 aged 0 to 19). Through a collaborative commissioning relationship, the Provider will work in partnership with the Commissioner to deliver the mandated offer to a high standard, informed by the experiences of service users. Where elements of delivery are not mandated, the Provider will be empowered to develop innovative and evidence-informed approaches to achieve the best possible outcomes for families in Nottingham. The initial Contract Term will be for an initial 5-year period from 1 April 2027 to 31 March 2032 with option to extend for a further 5 years on 3 + 2 basis, at the Council's discretion. The maximum total contract value, including the initial term and all extension periods, for the period 1 April 2027 to 31 March 2037 is up to £135,271,039. This comprises up to £134,705,039 from the ring-fenced Public Health Grant (core funding) and up to £566,000 from the Best Start in Life Grant. The contract price will be fixed for the first year and will increase by 2% each year thereafter. The maximum total contract value of up to £135,271,039 has been calculated on the basis of a 2% annual inflationary uplift applied to the core funding (Ringfenced Public Health Grant) element throughout the contract term after year 1 and not to the Best Start in Life Grant. The stated value therefore reflects both the initial contract value and the cumulative impact of the annual 2% uplifts over the full contract period. The annual contract value for Year 1 (1 April 2027 to 31 March 2028) is £12,585,144. Tenderers must use this as a maximum available value when submitting their bids. Any bids exceeding this amount will be excluded from further consideration. This tender seeks to deliver the best possible service to citizens while ensuring that overhead costs remain proportionate and represent value for money. Bidders must provide a clear breakdown of their pricing. Any bid where overhead costs exceed 30% of the total tender price will be deemed non-compliant and will be excluded from further evaluation. The Authority reserves the right to modify the contract during its term to support potential growth from external funding opportunities to deliver outcomes against activity that support babies, children and young people such as social care reforms and the NHS 10 year plan. Any such modification may increase the contract value by up to £3,464,000, resulting in a maximum total contract value of £138,735,039 Local Government Reorganisation Local Government Reorganisation (LGR) is underway in several areas across the Country and may result in changes to council demographics, structures, service delivery and responsibilities, and geographical coverage during the life of the contract. For this contract, it is anticipated that Local Government decision on LGR may lead to an increase or decrease to service demand or the need to extend provision to new areas or client groups.
