Description
In connection with the procurement of equipment for the New Hospital in Drammen, an operating microscope will be procured for the Eye Department. The contracting authority intends to enter into a contract with Ortomedic AS for the procurement of a ceiling-mounted microscope and a mobile microscope. Lot 1: In connection with the move to the new hospital, the eye department at Drammen Hospital will transfer 2 of 3 existing ceiling-mounted microscopes. These 2 microscopes are of the same make, model and have the same configuration. It is preferable to have the same microscope in all operating theatres in the New Drammen Hospital. It is emphasised that for this type of fine surgery, the working position and optics in the operating field must be the same regardless of which operating theatre the surgeon is in. Standardised equipment provides greater efficiency and flexibility by avoiding the need to consider which surgeons can use different microscopes. It is important to have similar systems in all 4 theatres and that it is mobile for several reasons: -Ergonomics can vary, i.e. distance from the eyepiece to the patient's head, among different brands. This affects the working position of the operator. For fine surgery, it is important that this is well established. Some surgeons may find that they cannot find a good working position when using an unfamiliar microscope (if there are multiple brands), so they may be more tense than necessary while operating. -Slight differences in optics and settings can result in differences in red reflex and depth perception while operating. Such differences may also be caused by the patient's eyes (for example, different degrees of cataracts). It is therefore important to have similar equipment with similar settings to remove this as a factor. - New surgeons are actively trained at the hospital. In these cases, predictable conditions and microscope settings are particularly important. - The microscopes often have additional equipment attached, e.g. Verion DMM. This system is suitable for several types, but the dependencies on equipment will be the same. - Similar microscopes make planning easier and can increase utilisation. This avoids dependencies between the surgeon and the theatre. The contract will be for 2 years, with an option for 2 years. The value of the procurement is estimated to be NOK 4,794,000 excluding VAT, of which NOK 1,673,342 excluding VAT is intended as options. Based on this, the contracting authority considers the procurement of 1 ceiling-mounted mobile microscope to be exempted from competition in accordance with the terms regulations of 12 August 2016, no. 974 on public procurements (public procurement regulations - FDA) § 13-4, letter b, point 2. The deadline for any appeals is 14.06.2023 at 12:00. Any responses should be sent to the contracting authority via the communications module in Mercell.
