Summary of the work Developing technical design authority deliverables including: Terms of reference Technical standards Architecture patterns Coach & develop substantive staff Knowledge transfer to substantive staff Implementing designs, standards and patterns Expected Contract Length 8 months Latest start date Wednesday 1 August 2018 Budget Range Expected Budget £310,000 to £350,000 Why the Work is Being Done NEL ICT has embarked on a transformation programme, underpinned by a focus on technical strategy, architecture and governance. We envisage this stage of the programme will run until 31st March 2019 Problem to Be Solved After a significant period of growth and the merging of several businesses NEL have inherited a heterogeneous technical infrastructure. It is necessary to implement rigorous service management and architectural controls and standards. Who Are the Users This work will impact a range of stakeholders including internal functions and staff as well as NEL ICT’s customer base and .partners. The beneficiaries of this work will range from NEL customers both internal and external and staff. Existing Team Transformation team and substantive NEL staff across various localities. Current Phase Not applicable Skills & Experience • Enterprise architecture approaches and standards • ICT strategy and roadmap from as-is to to-be • In depth knowledge of cyber security risk and mitigation strategies • End user compute build specifications and standards • Data centre design and implementation • Unified communications design and implementation • Network architectures particularly with regard to the emerging HSCN • Authentication designs • Cloud architectures • Extensive experience of solution design and implementation • Experience in using frameworks such as TOGAF, COBIT and ITIL • Extensive experience of influencing staff that are not always directly line managed • Communication and presentation skills Work Location Pan-NEL (London, Suffolk, Kent, Sussex and Northampton). Working Arrangments Full time roles, office based 5 days per week. The resources you are proposing would be part of the same programme and would work closely as part of the transformation team developing and delivering the strategy.
