Support Studies for Integration of Fundamental Elements

Description

Procurement of services with the aim to establish a multiple framework contract with reopening of competition for the provision of technical support studies to the GSA in the implementation of the Fundamental Elements programme. Lot 1: The technical support, subject to the framework contract, shall take the form of dedicated studies and reports aiming to survey and support certain technical aspects of the Fundamental Elements (FE) projects and other related initiatives throughout their life-cycle, including collecting of information on technology gaps and further developments of the global and European satellite navigation market, formulation of recommendations for further improvements of the FE projects efficiency and pertinence, presentations of studies and reports, and in limited cases — on-site support to the GSA. The support shall be provided directly to the GSA or upon its requests. The aim of the support studies will be to facilitate the efforts of the GSA in achieving technical soundness of new projects to be launched by analyzing the state-of-the art of current technologies, identifying niche topics to be addressed by the FE projects and impact assessments ultimately resulting in top-notch Galileo- and EGNOS-enabled devices that fill in the technological gaps in the GNSS equipment market. In addition, synergies and outcomes of previous GSA/EC projects under Horizon 2020 will be considered whenever applicable. Where applicable and deemed necessary, the GSA will provide available reports of related studies that the contractor might need in order to conduct the activities envisaged within the present framework contract. When assigning the specific contracts (SC) under the Framework Contract, the GSA will proceed by reopening the competition among the contractors and will define more detailed requirements in the SC Tender Specifications.
