Health and Social Care Moray intends to establish a framework for Children’s Residential and Education Services. The framework will allow approved providers to be quickly identified and matched to children and young people requiring placements. Lot 1: Residential Care Health and Social Care Moray intends to establish a framework for Children’s Residential and Education Services. The framework will allow approved providers to be quickly identified and matched to children and young people requiring placements. Residential care is a specialist, essential service. As of January 2026, Moray had 172 Looked After Children (LAC), with 25 placed in external residential care. Of these, 22 (12.79%) are placed out with Moray. Providers are encouraged to apply if they can demonstrate trauma informed, therapeutic, nurturing care for children and young people with adverse childhood experiences, social, emotional and behavioural needs, and additional support requirements. This framework comprises four lots: - Lot 1 – Residential Care - Lot 2 – Residential Care with Education - Lot 3 – Intensive Support Residential Care - Lot 4 – Intensive Support Residential & Education Young people currently in residential care have told us they value: - Feeling safe, knowing the adults will protect them - Knowing the adults want to spend time with them - Deciding what they want to do with their time - A nurturing and caring environment - Keeping in touch with the adults when they move out - Being accepted for who they are - “A place to live, a place to sleep, 4 walls and a roof, good food and caring staff members” Providers must evidence alignment with The Promise, including trauma informed, relationship based care that prioritises children’s best interests and supports positive futures in education, care, and employment.
