The Healthcare Quality Improvement Partnership (HQIP) is seeking to commission an organisation that will support the delivery of the National Maternity and Perinatal Audit. The audit will be delivered nationally. The successful bidder will be required to build on the achievements of the audit to date and enhance the ability of the audit to be used for healthcare improvement. The total contract value is £1,314,000 for the duration of three years. It is anticipated that the new service will commence in April 2022. The procedure that the Commissioner is following is set out in the Invitation to Tender. The process will follow an open procurement. Lot 1: The Healthcare Quality Improvement Partnership (HQIP) is seeking to commission an organisation that will support the delivery of the National Maternity and Perinatal Audit. The audit will be delivered nationally. The successful bidder will be required to build on the achievements of the audit to date and enhance the ability of the audit to be used for healthcare improvement. The total contract value is £1,314,000 for the duration of three years. It is anticipated that the new service will commence in April 2022. This audit programme is expected to: a. develop a robust, high quality audit designed around key quality indicators likely to best support local and national quality improvement; b. achieve, articulate and maintain close alignment with relevant NICE national guidance and quality standards throughout the audit, as appropriate; c. enable improvements through the provision of timely, high quality data that compares providers of healthcare, and comprises an integrated mixture of named Trust, commissioner, MDT, possibly consultant or clinical team level and other levels of reporting; d. engage parents, carers and families in a meaningful way, achieving a strong patient voice which informs and contributes to the design, functioning, outputs and direction of the audit; e. consider the value and feasibility of additional data linkage, at an individual patient level, to other relevant national datasets either from the outset or in the future, and plan for these linkages from the inception of the contract; f. ensure robust methodological and statistical input at all stages of the audit; g. identify from the outset the full range of audiences for the results and other audit outputs, and plan and tailor them accordingly; h. provide audit results in a timely, accessible and meaningful manner to support quality improvements, minimising the reporting delay and providing continual access to each unit for their own data; i. utilise strong and effective project and programme management to deliver audit outputs on time and within budget; and j. develop and maintain strong engagement with local clinicians, networks, commissioners, patients and their families and carers and charity and community support groups in order to drive improvements in services. Whilst the contract value is listed as £1,314,000 for a duration of 3 years, Healthcare Quality Improvement Partnership reserve the right to invoke aspirational intent. The scope of this aspirational intent and value ranges are listed below and also under section 1.3.1 of the specification. The specification also outlines the mechanisms for invoking aspirational intent. It is important to note that HQIP are under no obligation to invoke any aspirational intent, or opt to invoke only certain elements of it. Potential 2 year extension in increments of 12 months (2x 12 months). Value range of £438,000.00 - £876,000.00 Extending specific service coverage to include non-NHS funded care. Value range £4,380.00 - £87,600.00 per year Section 8 of the specification also outline HQIPs ability to include devolved nations during the contract as well as the criteria for inclusion. The value range along with the devolved nations applicable are described below. Northern Ireland - £12,658.20 - £17,555.04 per annum Guernsey - £438 - £578.16 per annum Jersey - £657 - £840.96 per annum Isle of Man - £569.40 - £788.40 per annum There will also be a potential value range to fund the onboarding of per devolved nation. As it is not known at time of publishing which devolved nation would wish to participate, there is a value range of £0 - £20,000.00 applied to this per devolved nation. If all four devolved nations were to join the programme, the value range would be £0 - £80,000 Please note, there is no commitment by the Authority at this stage to include any of the above aspirational intent. Taking this aspirational intent into account, including the possibility that a contract extension may be offered for an additional two years, the potential ceiling value is £2,806,812.80 GBP excluding VAT.
