Children’s Passive Online Measurement (CPOM)

Ofcom is undertaking this market engagement to gather general feedback to inform and help us finalise our procurement strategy and tender documentation. A formal procurement procedure is expected to follow this market engagement exercise but please note that undertaking this market engagement exercise does not commit Ofcom to any course of action, including undertaking a subsequent procurement process. This is an information gathering exercise only. Prospective suppliers are not being assessed at this stage and taking part is not a necessary pre-condition to being part of the tender. Some more information about what Ofcom needs: The study needs to contain information on what 8-17 year olds are doing online. This is an extension beyond our current study which only goes up to the age of 14. Ideally we’d like to be able to answer questions about children’s online usage levels and refer to fairly recent usage at any time during the year, so this may mean continuous monitoring or at least a multi-wave approach during the year. The data must be able to be used for enforcement and regulation activities. Our main aim is to ensure that our thinking about the objectives and structure of the study match market capability both in terms of new possibilities and also limitations. We anticipate a budget range to be between £1m - £1.5m. These figures are for the potential 4 year contract term.
