Description
Oxfordshire County Council (the Council) is seeking expressions of interest from consultants to develop an updated county wide strategic multi modal transport model, known as the Transport Oxfordshire Model (TOM). The purpose of TOM is to provide a robust, transparent and future proof evidence base to support strategic planning and policy development. TOM will need to integrate with the wider Oxfordshire Modelling and Data Analysis (OxMoD) framework and platform being delivered by the Council. TOM will represent a comprehensive refresh of the existing Oxfordshire Strategic Model (OSM) alongside the introduction of significant new functionality. OSM currently consists of three key elements: (1) A Highway Assignment Model (HAM) in SATURN representing vehicle-based movements within and across the Oxfordshire County; (2) A Public Transport Assignment Model (PTAM) in EMME representing bus and rail-based movements across the same area; (3) A multi-modal pivot incremental Variable Demand Model (VDM), coded in EMME, that estimates trip frequency, main mode choice, time period choice, destination choice, and sub-mode choice.
