Summary of work Bedfordshire, Luton and Milton Keynes (BLMK) Integrated Care Board (ICB) are seeking a partner to support us with delivering a Federated Data Service to bring together our existing and planned data repositories into a virtual and federated strategic data view as per the recommendation agreed by all the partners within the Integrated Care System (ICS). BLMK ICS partners have a varied level of data infrastructure maturity and resources, which means multiple different data sets reside within organisational service delivery with limited access to cross system data. In order to enable this programme BLMK ICB are seeking a delivery partner capable of leading and delivering a Data Integration Layer, which confidently maximises the current and planned investment along with the flexibility to integrate organisational data sets as they become available. Please note that we require the Supplier to work collaboratively in an open and transparent manner, with ICS partners, our existing data hosting supplier and any other suppliers who support this service. The delivery partner shall have experience in and be capable of delivering the following: • Programmes of Cloud Transformation • Federation (integration) services • Day to day management of federated solutions • Governance and Control for Change Management The Minimum Viable Product (MVP) required by the ICS Partners is set out below: 1. The Data Integration Layer which will comprise of: o Federation layer o Data quality and access controls o Pseudonymity, master data management and meta data capability 2. The capability to deliver the defined Uses s with at least 3 live and fully functional by the beginning of July 2025. The Supplier is required to: • Evidence experience of delivering similar services on a similar scale • Demonstrate ability to deliver the MVP, detailing the proposed technical solution to meet the requirements • Provide assurance of understanding and capability via use examples. Where the supplied staff will work East of England Why the work is being done The partners of Bedfordshire, Luton and Milton Keynes (BLMK) Integrated Care Board (ICB) are seeking to modernise their Data capabilities and supporting services by embarking on a journey towards developing a federated Strategic Data Platform (SDP). BLMK ICB and the partners forming the Integrated Care System (ICS) have fully explored the opportunity to transform the systems data capabilities over the next 5-7 years, through the delivery of a single of the truth view of data, aligning to the “What Good Looks (WGLL)” framework for Health and Care. The objective of which is to mobilise the ICS wide data strategy that was approved by ICS partners in 2022, to create a capability that enables the sharing of data between partners organisations to support the system wide Population Health Management (PHM), Data and Digital strategies. The ICS has undertaken an assessment to understand the possibilities from a technical and operational aspect to develop a system wide approach to a single of the truth for all health and care data analysis, through the provision of a federated strategic data platform which can progress better outcomes for patients and citizens for the short, medium and long term. BLMK ICS have worked with a consultancy partner to host 36 multi-partner workshops working with: • Bedford Borough Council • Bedfordshire Hospitals NHS Foundation Trust • BLMK ICB • Cambridgeshire Community Services NHS Trust • Central Bedfordshire Council • Central North West London NHS Foundation Trust • East London NHS Foundation Trust • East of England Ambulance NHS Trust • Luton Borough Council • Milton Keynes City Council • Milton Keynes University Hospitals NHS Foundation Trust • South Central Ambulance NHS Trust The results from these sessions were then discussed and further developed through the Strategic Data Platform steering group meetings, which enabled the ICS partners to decide on the implementation of a De-centralised (federated) architecture to enable the delivery of their SDP. The partners of BLMK ICB are seeking to modernise their Data capabilities and supporting services by embarking on a journey towards developing a federated Strategic Data Platform (SDP). The objective is to create a capability that enables the sharing of data between partners organisations to support system wide Population Health Management, Data and Digital strategies. The platform should enable the following outcomes: • Flexibility for each organisation to bring their own analytical and BI Tool sets. • Scalability, allowing each organisation to engage with and utilise the SDP at their own pace. • Federation across the ICB and its partners, for secure yet easy data sharing. • Enabling the ICS to create a smart foundation for the future, creating a platform that supports the PHM, Data, Digital, Joint Forward Plan and WGLL strategies and frameworks. • Faster Data access and querying capabilities. • Integration of diverse data sources. • Improved data quality and integrity checks. • Comprehensive data governance and compliance tools. There may also be an occasional need to visit the sites of partners who are part of the first phase of the federation programme. These sites are located across Bedfordshire, Luton and Milton Keynes. Working arrangements The supplier team is expected to adhere where possible to the delivery teams core working hours (09:00-17:00), to maximise knowledge transfer and time available to work collaboratively across organisations. As a minimum we require the supplier to engage with a minimum of fortnightly sprint cycles, with a minimum of two stand-ups per week with the SDP programme management office (PMO) and technical teams. Work is expected to be conducted largely remotely, but the supplier team will need to be prepared to travel to BLMK ICS partner locations on occasion as some in person meetings are expected to support project delivery. As stated above, work will be predominantly undertaken remotely with minimal on site working required. As such, travel costs are expected to be covered by the supplier. EOECPH, BLMK ICB and its SDP partners shall not be liable for or pay any costs, expenses or losses, whatsoever which may be incurred by any Tenderer in the preparation of their Tender submission. In the BLMK use s, the authority talks about PHM and risk stratification, would these use s be delivered by the service supplier, or is it purely the data the authority is looking for to do this? It is access to the data only, in the conceptual diagram (page 5) each partner uses their own BI and A tools of choice.
