Summary of the work NHSI seeks to bolster and develop the corporate website's core capabilities, including how we present analytics to providers, re-platforming to enable digital data collections from providers and creating secure user administration function with a role based access capability function that providers can manage individually. Expected Contract Length Two years. Latest start date Monday 31 July 2017 Budget Range Budget is up to £400K subject to business case approvals. Phases of work shall be agreed as individual statements of work as approved by the Head of Digital Product Strategy. Why the Work is Being Done NHSI launched a corporate website in April ’16 (improvement.nhs.uk). The vision is to deliver a single digital platform to enable NHSI to facilitate improvement across the NHS. The users of the website are primarily NHS employees. The website provides access to resources, policy, and best practice and secure access to a portal. The solution is built on django and wagtail CMS and integrates to an IMS (OKTA). NHSI are seeking a partner to help deliver the next phase of the portal with focus on the technical capabilities to underpin this work and support a number of digital services through Alpha. Problem to Be Solved NHSI requires solutions to several needs: 1. Ensure access to particular areas of the website is secure and correct and that there is a user administration function in place. (User administration security and role based access capabilities); 2. Enable the digital data collection service (re-platforming) on the website; 3. The way in which Providers access analytics (analytics presentation) on the website; and 4. Ability to address technical issues with solution in a dev ops model. Who Are the Users Providers’ staff (NHS employees who work for Providers) need to be able to access analytics on our website so that they have the fullest picture of their performance and can make appropriate decisions. Providers need to be able to submit their submissions for data collection easily and seamlessly so that the burden of submission is eased and NHSI can respond quickly with support if needed. Providers and NHSI need to ensure access to areas of the website is granted based on role/permission and that there is a secure user admin function to facilitate this. Early Market Engagement None. Work Already Done NHSI has recently completed the following related work: -launched single sign-on functionality for the website; created a registration process that grants users access to a particular part of the website and enable users to request additional access privileges based on their role; discovery around delegated authority; launched an access point on the website to analytics dashboards; and initial work around integration of Tableau to the website. Existing Team The successful Supplier will work with the Head of Digital Product Strategy, operations teams, development team and digital communications. Current Phase Alpha Skills & Experience • Possess at least 2 years’ experience of python django web of full lifecycle of digital project delivery • Possess at least 2 years’ experience of wagtail open source CMS • Have knowledge of Azure cloud services including containerisation • Have at least two live projects delivered using python / wagtail • Have at least one reference for integration to cloud based identify and access management solutions • Have experience with at least one portal delivery project • Have experience with at least one project which includes integration with Okta identity access management solution • Have knowledge of Elastic search • Have experience in the capability to support discovery, delivery and support • Have the ability to address technical issues with the live platform • Possess UX design experience of at least 2 years • Be able to demonstrate experience with continuous integration and deployment skills • Have experience with test automation framework Nice to Haves • Offer behaviour driven development • Demonstrate experience of working with NHS • Demonstrate experience working to GDS standards Work Location Wellington House, 133-155 Waterloo Road, London, SE1 8UG. Some limited travel to Providers’ sites may also be necessary expenses for any such travel shall be paid in accordance with NHSI’s expenses policy. Working Arrangments Members of the Supplier team should be on-site as required to support an agile delivery. The development team will host agile ceremonies (stand-ups, Show-&-Tell review, Retrospective and Sprint planning) which will be mandatory for the Supplier staff/team. Remote working is encouraged and access to NHSI IT/servers will be provided. Travel expenses will not be reimbursed - these should be accounted for in day rates. Security Clearance None.
