Debt Enforcement Agents Contract

Description

Cornwall Council is undertaking Preliminary Market Engagement in advance of a proposed procurement for Enforcement Agent Services, with the current contract due to expire in January 2027. The Council is seeking to engage with the market to better understand supplier capabilities, market developments, innovation and potential procurement approaches for the future service. The proposed procurement is expected to cover Enforcement Agent Services relating to: Council Tax Business Rates Penalty Charge Notices (PCNs) Housing Benefit Overpayments Sundry Debts and other eligible debt types As part of this engagement, suppliers are invited to attend a virtual Microsoft Teams session with Cornwall Council. The sessions will provide an overview of the proposed procurement and offer suppliers an opportunity to discuss their organisation, service offering, market insights, technological developments, vulnerability management approaches, reporting capabilities, social value initiatives and sector best practice. This engagement is intended to help inform the development of the procurement strategy, specification, contract structure and route to market. Feedback received may be used to shape the future procurement and ensure that it is practical, proportionate and reflective of current market capability. This is not a formal tender exercise and does not constitute a call for competition. No evaluation, scoring, supplier selection or procurement decisions will take place as part of this engagement. Participation is entirely voluntary and neither participation nor non-participation will provide any advantage or disadvantage in any future procurement process. Any future opportunity will be advertised separately and procured in accordance with the Procurement Act 2023.
