This Framework Agreement is for use by any public body subject to the Northern Ireland Public Procurement Policy (NIPPP) including the Asset Management Unit (AMU) within SIB which provides expert advice to Departments on all matters relating to the management of their assets. This ranges from assistance with the preparation and delivery of Asset Management Plans, the disposal of surplus assets and delivering spend to save opportunities. To support the advisory service delivered by AMU and the range of professional services that may be required by other public bodies, SIB is setting up this framework of professional services providers. The initial contract period is 2 years from the date of award. There is a potential for 2 further annual extensions. Prices must be fixed for the entire contract period in accordance with the tender documentation that accompanies this OJEU contract notice. The Framework Agreement is divided into 7 lots: Lot 1 Land and Property Professional Services; Lot 2 Building Surveys and associated Technical Services; Lot 3 Provision of Corporate Finance Advice; Lot 4 Legal Due Diligence; Lot 5 Design Team Services and Occupational Capacity Studies; Lot 6: Provision of Property Information Management Advice; and Lot 7: Asset Management Professional Services. It is anticipated that a maximum of 6 suppliers will be appointed to the framework agreement for Lot 2 and a maximum of 3 suppliers to each of the framework agreements for the remaining Lots. Tenders may be submitted for individual, multiple or all lots. As stated above, this Framework Agreement is for use by any public body (and their successor bodies) subject to the Northern Ireland Public Procurement Policy (NIPPP). The list of public bodies covered by the NIPPP may change from time to time and any additional bodies may choose to avail of the services under this framework agreement as a Client. The Framework Agreement may also be used by local Councils in Northern Ireland, including: Antrim and Newtownabbey Borough Council Ards and North Down Borough Council Armagh City Banbridge and Craigavon Borough Council Belfast City Council Causeway Coast and Glens District Council Derry City and Strabane District Council Fermanagh and Omagh District Council Lisburn and Castlereagh City Council Mid and East Antrim Borough Council Mid Ulster District Council Newry Mourne and Down District Council. Candidates should note that there is no guarantee of exclusivity of work, or volume of work, under any Lot. Candidates shall also be cognisant of the Government's desire to see ‘social clauses’ implemented in contracts and the Authority intends to include such clauses in individual commissions under the framework agreements for each Lot.
