Description The Land Development Agency (LDA) is undertaking a Prior Market Consultation (PMC) to inform the development of a future procurement strategy for the delivery of maintenance services across its residential portfolio. This engagement relates to potential services including Mechanical, Electrical and Building Fabric maintenance, covering Planned Preventative Maintenance (PPM), Reactive Maintenance (RM) and Minor Building Works (MBW). The purpose of this PMC is to: Assess the capability and capacity of the market to deliver maintenance services at scale on a national and/or regional basis Understand potential delivery models, including discipline-based, regional, and integrated service approaches Explore pricing methodologies and cost control mechanisms, particularly in the context of Cost Rental developments Understand how service providers can operate within a multi-stakeholder environment involving property management agents, consultants and other contractors Inform the LDA’s approach to lotting structure and overall procurement strategy The LDA is not prescribing a specific delivery model at this stage and welcomes input from the market, including alternative approaches. Participation in this consultation is entirely voluntary and will not confer any advantage or disadvantage in any subsequent procurement process. The LDA is not committing to any procurement or contractual arrangement as a result of this exercise. Response Requirements Interested parties are invited to: Review the attached Request for Information (RFI) document Complete the RFI Response Template in full Submit responses in accordance with the instructions provided Responses should be: Clear, concise and directly relevant to the questions asked Proportionate to the nature of a market consultation exercise Submitted in MS Word format Submission Details Responses must be submitted via the eTenders messaging facility associated with this PMC notice. Deadline for submissions: 6pm – 10 April 2026
