This notice is placed as a Prior Information Notice (PIN) in order to inform the market of NHS England South West's, (the Commissioner's) intention to commission HIV treatment services in Wiltshire. Currently, HIV services are commissioned through a collaborative arrangement with Wiltshire Council as part of an integrated service with sexual health services. The integrated service will be in place up to 31st March 2027. From 1st April 2027 the services are likely to be commissioned separately with Wilshire Council commissioning sexual health services and NHSE commissioning HIV services. At this stage, NHS England would like to understand the level of interest from providers in delivering HIV treatment services across Wiltshire. Services must be delivered in line with the national service specification: https://www.england.nhs.uk/wp-content/uploads/2024/02/New-HIV-prescribed-service-specification-version-4.4.pdf The Contract term is expected to be for an initial period of 5 years with the option to extend for up to 2 years, commencing 1st April 2027. The (indicative) annual contract value is expected to be £235,648; however final budgets are to be confirmed. For information: drugs costs are paid for separately during the life of the contract as a pass through cost. This procurement is being carried out by NHS South, Central & West (SCW) on behalf of the commissioners. SCW is currently subject to restructuring, and the management of this procurement may therefore move to a successor at some point during the procurement process. Participants will be informed of any such change, and any administrative changes because of it. Specialised Adult inpatient and outpatient HIV Services aim to provide specialist assessment and ongoing management of HIV and associated conditions to support individuals to stay well, remain engaged in care and to reduce onward transmission. The services will ensure that outcomes, wellbeing, and quality of life are maximised, that they are culturally competent, in recognition of the disproportionate number of people from diverse backgrounds who access HIV care, and that people are central to decisions about the management of their health and social care. All individuals should be provided with equitable and non-discriminatory care across all healthcare settings including those outside specialist HIV and sexual & reproductive health (SRH) services. The Equality Act 2010 applies in England and serves as protection against discrimination across all health and social care settings. Providers must comply with mandatory organisational requirements for equality, diversity and inclusion training. NHS England South West will use this market engagement exercise to help inform their commissioning and procurement strategy.
