PQ0431 - Whole Plan Viability Assessment of the Emerging Birmingham Local Plan - AWARD

Birmingham City Council wishes to invite suitably experienced and qualified organisations to undertake a Whole Plan Viability Assessment for the city in accordance with the National Planning Policy Framework (NPPF) and national guidance contained in the Planning Practice Guidance (PPG). This will form an integral part of the evidence base to underpin development of related policies in the review of the Birmingham Development Plan (BDP). The assessment will: o Define site typologies based on the type of sites that are likely to come forward for development in the authority area for development. This should be defined by shared characteristics such as location, whether brownfield or greenfield, size of site, windfall developments, and current and proposed use or type of development; o Use average costs and values to make assumptions about how the viability of each type of site would be affected by all relevant policies. Assumptions of costs and values should be realistic and broadly accurate. Assessment of costs should be based on evidence which is reflective of local market conditions; o Assess different potential policy requirements and assess the impact of the viability impacts of these e.g. options for Biodiversity Net Gain, sustainable construction o Establish an appropriate benchmark land value and policy requirement for each typology; o Undertake site specific viability assessment for strategic sites that are critical to delivering the strategic priorities; o Follow the standardised inputs to viability assessment as set out in the NPPG; o Test the landowner premium balanced against emerging Local Plan policies. The premium should provide a reasonable incentive for a land owner to bring forward land for development while allowing a sufficient contribution to fully comply with policy requirements; o Consider how the Viability Assessment would apply to the build to rent sector o Ensure that policies are realistic and total cumulative costs will not undermine deliverability of the Local Plan; and o Consider the potential impacts of Brexit and Covid-19 on Birmingham's economic prospects. This contract will be for a period of 16 months commencing 7 April 2023 until 31 July 2024.
