Aneurin Bevan University Health Board (the “Health Board” or ABUHB) was established in October 2009 and serves a population of circa 600,000. The Health Board delivers health services in the areas of Blaenau Gwent, Caerphilly, Monmouthshire, Newport, Torfaen and South Powys. The Health Board employs over 13,000 staff, providing services over approximately 60 sites. These include of acute hospitals, community hospitals, clinics and health centres. The Health Board owns significant volumes of capital and revenue equipment assets that are located throughout the Health Board area but are predominantly sited at the main hospital sites below: • Royal Gwent Hospital, Newport • Nevill Hall Hospital, Abergavenny • Ysbyty Ystrad Fawr, Ystrad Mynach • Ysbyty Aneurin Bevan, Ebbw Vale • St Woolos Hospital, Newport • St Cadoc’s Hospital, Caerleon. • Proposed Grange University Hospital, Llanfrechfa (due for completion March 2021) The Health Board is required to conduct annual audits to verify the existence of all capital equipment assets that are recorded in the Fixed Asset Register (RAM 4000). Currently these audits are conducted manually using excel template returns. In addition, the Health Board EBME department maintains a Medical Equipment database (Medusa) to record the service and maintenance history of equipment. Medical equipment assets included within this database are currently tagged with a barcode asset label. This specification has been produced to enable ABUHB to achieve the objectives below: • To provide a Health Board Wide RFID tracking system for equipment assets. • To provide a system capable of identifying and locating tagged assets to assist with regular maintenance and device safety recalls and asset inventory audits. • To provide a system with reporting capabilities and customisable user access rights. • To provide a system that retains an audit trail to satisfy the Health Board’s requirement to annually verify the existence of equipment assets. • To provide a system that is capable of interfacing with the Health Board’s existing medical equipment database (Medusa) and Fixed Asset Register (RAM 4000). The Health Board will not accept a per tag licence agreement. The Health Board would prefer to procure the system on a software and maintenance purchase agreement to cover a minimum of 6 users. The Health Board will initially purchase 10,000 passive RFID tags (quantities required for the each type of tag will be confirmed during project implementation). Incremental costs for additional users are to be provided. Contract to be based on an initial 3 year period with an option to extend by 2 years.
