UK Shared Business Services Ltd (UK SBS) on behalf of South Tees Site Company Ltd (STSC), wishes to establish a contract for the appointment of a single Contractor to undertake the design and execution of the decontamination and products removal project at the South Tees Site (Redcar). The design will address the methodology, removal and disposal of the hazardous material. The decontamination needs to ensure that the equipment is cleaned to scrap metal standard. UK SBS is managing this procurement process in accordance with the Public Contracts Regulations 2015 (as may be amended from time to time) (the “Regulations”). This is a services and works contract being procured under the Open OJEU Procedure regulations. It is intended that the steelworks decontamination project will be procured using an amended NEC Engineering and Construction Contract (NEC3) Option C (Please see Appendix D Contract Data.) The completion date for these services and works is 31.12.2020. Project Background: South Tees Site Company Ltd (STSC) is a Government-owned company set up in December 2016 to maintain the safety and security of the former SSI iron and steel making assets on Teesside pending the progressive redevelopment of the various lands identified for regeneration within the South Tees area by South Tees Development Corporation (STDC). Funding for the company has been agreed for the next 4 financial years (starting in 2018/19). This includes funding for a major project to facilitate decontamination of certain industrial facilities and removal of the related hazardous materials from the site. By virtue of these materials, the site is presently assigned Control of Major Accident Hazards Regulations (COMAH) Top Tier status. Successful completion of the project will remove the site from COMAH status and support the redevelopment of the site by STDC. The approach being mapped is to ensure adherence to current regulatory requirements and industry best practice with the aspiration being for innovation in the project delivery strategy, both contractually and physically, to realise maximum value from project outcomes. The site context may best be described as complex, with a number of key issues to consider including the scale of the SSI assets, other on-site operations, safety and environmental regulations, budgets and anticipated timescales. Prior to liquidation in October 2015, SSI (UK) Ltd operated a 4 000 000 tonne per annum integrated iron and steelmaking facility on Teesside. Included in the complex are 2 coke ovens and by-products plants, a Coke Oven Gas Pipeline/main (COGM) and a heavy fuel oil pipeline/main (HFO). As well as providing coke for the iron-making process the coke ovens produced Coke Oven Gas (COG) which was used as fuel for the coke ovens and other on-site manufacturing assets, crude Benzole and Coal Tar, which was processed and sold as a by-product. Project aims and objectives. The contractor is to remove all top tier COMAH materials from the SSI assets listed below (primarily coal tar, coal tar composites, benzole and naphthalene), decontaminating all process equipment to the specified standards. — South Bank Coke Oven by-products plant (SBCO); — Coke Oven Gas Main (COGM); — Heavy Fuel Oil Main and storage tanks (HFO); — Redcar Coke Oven by-products plant (RCO).
