WP3971 - Evaluation of the National Lottery Heritage Fund Capacity Project

Walsall Council is seeking a high-quality provider to undertake an expert independent evaluation of: AOF2020 Walsall Council: National Lottery Heritage Fund Capacity Project (1st October 2020-31st January 2024) Supported by the National Lottery Heritage Fund (NLHF) as a Strategic Funding Framework (2019-2024) priority local authority area, in 2020 Walsall Council received a ?249,900 solicited grant to rebuild heritage capacity within Walsall. Central to the project was the development of a new Heritage Strategy and Action Plan, to guide discussions, set direction and identify sector needs over a 5-year period and beyond. The aim of the strategy was to place heritage at the heart of Walsall's future, protecting what exists whilst nurturing sustainability and identifying opportunities to unlock its full value. The project created 1 FTE Heritage Programme Management Officer and 1 0.25 FTE Conservation Officer to: represent heritage sector interests, instigate projects, pilot a community grants fund and establish a new Heritage Forum, to create stronger, resilient, partnerships between public, voluntary and private sectors. The project vision was to ensure that heritage is better managed and integrated into Walsall's overall vision and transformation, meeting the needs of a diverse local population who are proud to live, work and visit Walsall. Outline Requirements are to carry out an evaluation of the project and produce a detailed report which: o Reviews the project's progress against National Lottery Heritage Fund outcomes identified in the funding application. o Reviews the project's success in relation to its contractual obligations set out by NLHF - including its overall aim and the achievement of outputs and spends. o Assesses added value. o Provides clear conclusions and recommendations to help enable stakeholders to identify and apply any lessons learned. The key audience for the report include Walsall Council and the National Lottery Heritage Fund.
