Summary of the work • Continuous development of the Business Services and User Requirements Catalogues • Facilitation of visits and user workshops used to support the development of requirements • Working with end-users, technical architects and project managers to further elaborate the requirements and support the development of business capabilities Specialist role Business analyst Expected Contract Length 6 months with the option to extend to a maximum total term of two years Latest start date 19/10/2016 Maximum Day Rate £800 for an exceptional candidate Who Speclialist Work With Internal Business Design Team, wider programme and business stakeholders What Specialists Work On 1. Support the development and planning of the end-to-end business service solution 2. Supporting the business architecture design in the required timescales consistent with policies on re-use 3. Facilitate communication within teams and with business stakeholders, and help the team think through implications of their ideas until they are complete and have a common understanding 4. Engage with the law enforcement community, other Home Office Digital, Data and Technology (HODDaT) programmes, and other programme streams, to progress the design of the integrated services across LEDS Skills & Experience • Experience in supporting business and technical architects, to plan the integration of end-to-end services in order to meet end-user demands • Experience of working on large, complex IT-enabled change programmes • Strong collaborative / team-working skills and ability to communicate with stakeholders at all levels Nice to Haves • Strong understanding of the Government Digital Service’s Design Principles and Digital Service Standard • Experience in developing target operating models, value stream mapping and LEAN process improvement • A qualification in business analysis, such as the BCS Diploma in Business Analysis, or Degree in related software development. • Experience of working closely with user researchers to refine the product backlog based on research feedback Work Location 2 Marsham Street London SW1P 4DF. Travel to other sites may be required. Working Arrangments Full time Office Hours with some travel for engagement meetings in the UK. T&S will not be payable for travel to sites within the M25. Travel outside of the M25 will be subject to HO T&S policy Security Clearance SC or the ability to be cleared to this level. Will the candidate be required to be cleared for SC before they commence the assignment? Will preference be given to candidates who are already cleared to SC level? The selected candidate will need to be cleaed before starting work. We hope to have selected the successful candidate by 22nd September and current SC clearances are taking around 3 to 4 weeks, hence the latest start date given. Preference will NOT be given to candidates with current clearance. 2. Are you able to provide greater clarity around the key skills, and core strengths required of the candidate? Will the individual mainly be working at the strategy end of the spectrum or more at the 'nuts and bolts' end? For example, will the individual mainly work on business architecture (creating TOMs, high-level business processes for digital services), on more detailed process design, or involved in software development (e.g. writing user stories etc), or all three? You've mentioned Value Stream Maps - is wider Lean Six Sigma knowledge an advantage? The role is more towards the ‘nuts and bolts’ end – developing user stories, working on the service catalogue and supporting development.Some process experience is useful but not necessarily Lean Sigma Six. 3. Can you please give a little background on the programme? Specifically scale and outcomes. The NLEDP vision is to support Law Enforcement and other agencies, on-demand and at the point of need, with current and joined up information in order to prevent crime and better safeguard the public. NLEDP is therefore building functionality to transform the way the Home Office (HO) supplies data services to Law Enforcement communities and other authorised agencies throughout the United Kingdom. The finished system will be used by all police forces in the UK, and will also share data with other authorised agencies internationally.
