The Commission is a small office with a headcount of under 30 people. However, the organisation is subject to the same legislative requirements as any other public-sector body. Therefore, it is essential that we comply with all the necessary employment laws and all other applicable legislation. It would not be cost effective for the Commission to retain this type of specialised advice within the office on a full-time basis. Therefore, we are seeking the services of external professionals to ensure we remain compliant in these key areas. We would like the successful Tenderer to perform a review of our current policies and processes in the three specific areas at the outset. Thereafter, we would envisage the amount of time required would be minimal, and perhaps a few hours each month. However, we would also like a pro-active service whereby an external professional is horizon scanning for any new laws or legislations that may affect the Commission. The type of queries that may arise in this area is advice in the following areas: — Employment contracts, — Staff handbook and policies, — Staff training on HR related topics, and — Adhoc staff issues. We would like the successful Tenderer to nominate an individual to act as the Commission’s Data Protection Officer and ensure that we are compliant in this area and to assist with any Data Access requests. Other types of queries or work that may arise in this area is advice in the following areas: Advising and providing guidance on all Data Protection and GDPR matters, including supplier contracts and data sharing projects. Advising and assisting with Data Protection Impact Assessments of data processing operations. Monitoring compliance on an ongoing basis and undertaking any necessary audits. Assisting with the handling of any data security breaches. Staff training on topics such as GDPR, Data Protection and Freedom of Information. Assistance with Freedom of Information requests. The type of queries that may arise in this area is advice in the following areas: — Supplier contracts, — Office purchasing, — Procurement policies and changes in legislation.
