HealthTrust Europe LLP (HTE) acting as provider of procurement services on behalf of University Hospitals Coventry and Warwickshire Trust (the ‘Trust’). Coventry and Warwickshire Pathology Services (‘CWPS’) is a managed network of laboratories hosted by University Hospitals Coventry and Warwickshire NHS Trust. CWPS is seeking a partner to implement a managed laboratory service contract for pathology that will include the provision of maintenance and replacement of pathology equipment, associated connectivity and the supply of consumables, associated items, chemicals and reagents. Additional development of the service will be required such as the dedicated support in promoting innovation, upskilling of staff, and access to global research and novel bio marker pipelines to assist in the future strategy of the network. This procurement will cover all aspects of blood sciences (chemistry, immunoassay, serology, haematology, coagulation, immunology) and molecular testing. Laboratory services are provided at: — University Hospital, Coventry, — South Warwickshire Hospital, Warwick, — George Eliot Hospital, Nuneaton, — Queens Hospital, Burton (until at least 2022). Due to the potential establishment of pathology networks across England, additional laboratories may be added to the group of CWPS managed network of laboratories. These laboratories may include Worcestershire Acute Hospitals NHS Trust and Wye Valley NHS Trust. The impact of the addition of these laboratories will be discussed with bidders during the dialogue phase. As part of this procurement, the appointed successful tenderer will be expected to cover the exit fees of the current contract. CWPS is seeking a partner to implement a managed laboratory service contract for pathology that will include the provision of maintenance and replacement of pathology equipment, associated connectivity and the supply of consumables, associated items, chemicals and reagents. Additional development of the service will be required such as the dedicated support in promoting innovation, upskilling of staff, and access to global research and novel bio marker pipelines to assist in the future strategy of the network. This procurement will cover all aspects of blood sciences (chemistry, immunoassay, serology, haematology, coagulation, immunology) and molecular testing, with the potential to include point of care testing at a later stage. The key aims of this project are to establish a partnership arrangement to help improve efficiency, reduce costs and to deliver an improved diagnostic service to our users. These aims will be achieved by the implementation of a hub laboratory at George Eliot and the use of state of the art analytical equipment combined with appropriate automation. It is expected further procurements will be required in future years under this managed service agreement. At this time, there is an intention to include the following: — serology testing — 118 000 GBP – expiry date 31.1.2022, — HbA1c – 150 000 GBP — current workload 350 000 P/A – expiry date 31.3.2021, — immunology indirect immunofluorescence — 44 500 GBP P/A – expiry date 31.8.2021, — protein electrophoresis – 54 000 GBP P/A – expiry date 31.7.2021, — haemoglobinopathy – 12 000 test P/A — 24 000 GBP P/A — expiry date 31.7.2021, — blood collection tubes – 500 000, — mass spec – this is a new technology that will be implemented, — blood transfusion – approx. 500 000 GBP. The resultant contract arising from this procurement will be entered into between The Trust and the successful bidder. The duration of the contract will be 7 years (the ‘Initial Term’) with the option for the contracting authority to extend the term for a further 7 years (the ‘Secondary Term’) in its sole discretion. The contract is anticipated to have an Initial annual value of approximately 6 500 000 GBP, 45 500 000 GBP for the initial term and 91 000 000 GBP for the total of the initial term and secondary term.
