The tender deadline was 26 January 2020. We had received tenders from three tenderers by the deadline. Tenderer No 1 — Johs Olsen AS. Tenderer No 2 — Lyreco Norge AS. Tenderer No 3 — Maske AS. All three tenderers submitted tenders for both lot A and lot B. We have chosen to evaluate both of the tenders together. In the evaluation we requested product samples that a professional group would test. Unfortunately the quality of the received product samples was very bad for some of the products. The product samples that were not approved made up 20 % of the total price, and we have therefore chosen to cancel the contest based on the Public Procurement Regulations. Section 24-8 first paragraph — the tender includes significant deviations to the procurement documents and the second paragraph — includes deviations from the procurement documents or uncertainties that must not be seen as insignificant. Section 24-9 second paragraph — the contracting authority can only reject a tender if the price or cost level cannot be sufficiently explained based on the information. It is not possible for us to evaluate the price when so many products are not approved, and we thus do not know what price we will get. A new contest will be announced before Easter.
