Description

Bergen Municipality, the agency for development, hereby invites tenderers to a competition for a contract for a builder ombudsman for the project K0310 Sentralbadet, dramatic arts centre. The builder ombudsman assignment comprises assistance to the builder in all phases from planning to the completed trial operation 3 years after the building has been taken into use. The service requires the tenderer to be present in Bergen, as the engineering design services, construction work and all meetings will take place there. The assignment will begin immediately after the contract has been established and will end after the completed trial operation, which will last for 3 years. The total contract period will be 7 years. Emphasis will be put on good cooperation between all the project participants. The builder ombudsman role is seen as a key factor in this regard. Relationships between employees will be evaluated during the project and persons might have to be replaced if necessary. The company must always be able to offer 3 consultants with the following core competence: 1) Key role in major, complicated construction sites, which require an equivalent understanding for the contract and financial work; 2) Experience as a process manager, preferably from interaction contracts in roles such as engineering design manager or project manager; 3) Updated experience with BIM/digital systems; 4) Good competence in network planning and follow-up of progress plans; 5) Knowledge of BREEAM certification. One of the 3 consultants can be relatively newly qualified, but must still have core competence within one of the 4 mentioned fields. The 2 others must have at least 10 years experience from major, complicated construction projects, cf. points 1 and 2. In order to provide protection for any weaknesses in the interaction contractor's organisation, the company must, when required, have access to expertise within all of the relevant fields included in the construction. The scope of this service is impossible to predict, but the estimate given here is from very little to 30 % of the costs for the main service. It will be seen as an advantage if the persons with core competence mentioned above also have expertise within one or several of the fields. It will be possible to replace and supplement personnel as agreed in the contract period. However it is a prerequisite that the central employees have this project as their main task over time in order to maintain continuity in the project. The company must, therefore, have sufficient staff to absorb personnel changes without this affecting our or the company's other assignments.
