GMCA Go Neutral - Housing Retrofit Framework Agreement

Description

The Greater Manchester Combined Authority (GMCA) intends to create a Framework Agreement to meet the needs of public sector organisations and their agencies and bodies, registered housing providers, Community Interest Groups, education providers and third sector organisations (the ‘Contracting Authorities’) for requirements covering the retrofit of domestic public and private properties in England with Energy Efficiency Measures and low carbon technology. Lot 1: Supply of Heat Pump systems and associated components Lot 1 Supply of Heat Pump systems and associated components provides for the supply of Ground Source Heat Pump systems and Air Source Heat Pump systems and associated components on behalf of Contracting Authorities for the retrofit of domestic public and private properties in England. Lot 2: Supply of Controls and Monitors and associated components Lot 2 Supply of Controls and Monitors and Associated components covers the supply of controls and monitors and associated components governing or monitoring the fuel, power delivery, cost and temperature of heating, hot water, heat, air conditioning or ventilation systems for retrofit programmes on behalf of Contracting Authorities for domestic public and private properties in England. Lot 3: Supply of Insulation products and associated components Lot 3 Supply of Insulation products and associated components covers the supply of Insulation products and associated components for retrofit programmes on behalf of Contracting Authorities for domestic public and private properties in England. Lot 4: Supply of Low Energy Lighting and associated components Lot 4 Supply of Low Energy Lighting and Associated components covers the supply of low energy lighting and associated components for retrofit programmes on behalf of Contracting Authorities for domestic public and private properties in England. Lot 5: Supply of Ventilation and Extraction systems and associated components Lot 5 Supply of Ventilation and Extraction and associated components covers the supply of ventilation and extraction, such as Heating Ventilation and Air Conditioning (HVAC) systems, and associated components for retrofit programmes on behalf of Contracting Authorities for domestic public and private properties in England. Lot 6: Supply of Glazing and Doors and associated components Lot 6 Supply of Glazing and Doors and associated components will provide for the supply of glazing and doors for retrofit programmes on behalf of Contracting Authorities. Services will include retrofit programmes on both public and private domestic buildings. Lot 7: Supply of Solar and associated components The supply of Solar and associated components Lot will provide for the supply of Solar and associated components, including solar photovoltaic, solar thermal and battery storage, for retrofit programmes on behalf of Contracting Authorities. Services will include retrofit programmes on both public and private domestic buildings. Lot 8: Design, Supply and Installation of Heat Pump systems and associated components The Design, Supply and Installation of Heat Pump systems and associated components Lot will provide for the installation only or the supply and installation or the Design, Supply and Installation of Ground Source Heat Pump systems and Air Source Heat Pump systems and associated components for retrofit programmes on behalf of Contracting Authorities. Services will include retrofit programmes on both public and private domestic buildings. Lot 9: Design, Supply and Installation of Glazing and doors and associated components The Design, Supply and Installation of Glazing and Doors and associated components Lot will provide for the installation only or the supply and installation or the Design, Supply and Installation of Glazing and Doors and associated components for retrofit programmes on behalf of Contracting Authorities. Services will include retrofit programmes on both public and private domestic buildings. Lot 10: Design, Supply and Installation of Ventilation and Extraction and associated components Lot 10 Design, Supply and Installation of Ventilation and Extraction and associated components will provide for the installation only or the supply and installation or the Design, Supply and Installation of ventilation and extraction, such as Heating Ventilation and Air Conditioning (HVAC), systems and associated components for retrofit programmes on behalf of Contracting Authorities for domestic public and private properties in England. Lot 11: Design, Supply and Installation of Solar and associated components Lot 11 Design, Supply and Installation of Solar and associated components will provide for the installation only or the supply and installation or the Design, Supply and Installation of solar PV, battery storage and Solar Thermal systems and associated components for retrofit programmes on behalf of Contracting Authorities for domestic public and private properties in England. Lot 12: Design, Supply and Installation of Insulation and associated components Lot 12 Design, Supply and Installation of Insulation and associated components covers the supply and installation or the design, supply and installation of insulation and associated components for retrofit programmes on behalf of Contracting Authorities for domestic public and private properties in England. Bidders will have the opportunity to provide pricing for any mix or combination of the following insulation categories: Cavity Wall Insulation External Wall Insulation Internal Wall Insulation Loft Insulation Room-in-Roof Insulation Floor Insulation Roof Insulation How Water System Lot 13: Design, Supply and Installation of Low Energy Lighting and associated components Lot 13 Design, Supply and Installation of Low Energy Lighting and Associated components will provide for the installation only or the supply and installation or the Design, Supply and Installation of low energy lighting and associated components for retrofit programmes on behalf of Contracting Authorities for domestic public and private properties in England. Lot 14: Design, Supply and Installation of Controls and Monitors and associated components Lot 14 Design, Supply and Installation of Controls and Monitors and Associated Components will provide for the installation only or the supply and installation or the Design, Supply and Installation of controls and monitors and associated components for retrofit programmes on behalf of Contracting Authorities for domestic public and private properties in England. Lot 15: Turnkey Solutions The Turnkey Solutions Lot will provide whole turnkey solutions for retrofit programmes on behalf of Contracting Authorities. Services will include retrofit programmes for domestic public and private properties in England. Lot 16: PAS2035 Roles Lot 16 – PAS2035 Roles will provide Contracting Authorities with the ability to procure qualified professionals in the PAS2035 roles of Retrofit Coordinator, Retrofit Advisor, Retrofit Assessor, Retrofit Designer and Retrofit Evaluator to ensure compliance with government grant funding and quality requirements. This Lot will provide access to high calibre, qualified professionals to support, manage and/or coordinate elements of retrofit schemes or whole schemes of works as required. Lot 17: Customer Journey Services The Customer Journey Services Lot will cover the provision of full end to end, or partial elements thereof, customer/occupier relation services to help manage the customer journey for retrofit projects. Services will cover all stages of the customer journey from marketing, engagement, eligibility checking, sign up, and ongoing customer support and post installation advice and support via a mix of in person, telephone and virtual support directly with occupants. Requirements may also include initial research and identification of properties and target areas prior to marketing and occupant engagement.
