The contracting authority will enter into a framework agreement with an intermediary (broker) of consultancy services for production work. Based on the requirement specification for each call-off/order, the consultant broker finds the most qualified consultants available in the market and offers them to the contracting authority. It will, thus, be the consultant broker's job to assist the contracting authority by holding a competition in the market. The objective of the contract is effective management of offers for consultants who can assist with assignments in the Norwegian Hydrographic Service production on request from the contracting authority. Assignments will be of varying scope and character. Consultants can only be ordered within the stated disciplines as described in the requirement specification. It is difficult for the contracting authority to give an estimate of the scope of this framework agreement, as the need is primarily related to external orders and funding through various projects. It is anticipated that there will be call-offs for two to four Consultants in 2020. NB: At the time of this announcement, this is unclear, and is non-binding for the contracting authority. The contracting authority is awarded funds through the annual budget and the scope may therefore vary from year to year.
