Kultur- og idrettsbygg Oslo KF is, amongst other things, responsible for the management and operation of the snow production installations that provide artificial snow for the ski jumps and cross country tracks at the Holmenkollen National Arena. These are advanced snow production installations with, amongst other things, 38 lances and fan canons, 38 manholes with various functions, a pump station, weather stations, compressors, and a separate water magazine. The installations are fully automatic, which means that they can be operated via a PC. This currently happens through the software ATASS+. Efficient operation of the snow production installations is decisive for training and events in the winter season going ahead as planned. High reliability in the installations is therefore important. There is a need to connect with a supplier in order to carry out annual servicing on the snow production plant, and supplement with snow cannons, high-pressure pumps, manholes and snow production equipment, as well as necessary spare parts as needed. The snow production installations were built for the cross country world championship in 2011 and have since then been extended several times with new production manholes and snow canons. Efficient operation of the snow production facility is decisive for training and events in the winter season going ahead as planned. High reliability in the installations is therefore important. There is a need to connect with a supplier in order to carry out annual servicing on the snow production facility, as well as supplement with snow canons,high-pressure pumps, manholes and snow production equipment, and the necessary spare parts as required. The annual service is normally carried out in September/October. Furthermore, there is a need for stand-by in the form of competent service personnel and available spare parts for operational problems in periods when the installations are in operation. Snow production depends on satisfactory climatic conditions, sufficiently cold and the correct wind/humidity. Most of the snow production in Holmenkollen normally occurs in December and January, but there will be a need for quick stand-by in the period from 1 November to 20 March. In recent years, snow has been produced between 20 and 30 days every winter. Several of the snow canons that are used in Holmenkollen were new in 2010, the remainder have gradually come to the arena since then. There will eventually be a need to replace worn-out equipment, including seeing to proper disposal of equipment that will no longer be used. The selected tenderer must be able to offer snow canons that can be used together with the other installations in Holmenkollen. The annual service costs are estimated to be below NOK 100 000. The largest part of the framework agreement in monetary terms will be the procurement of snow canons and snow production equipment. It is anticipated that the procurement of snow canons and servicing costs will amount to approx. NOK 1.5 million per year. The amount of call-offs on the contract will vary and will, amongst other things, depend on need, and budget coverage. Grants for this objective can vary from year to year, so the estimate is not binding and it can be both higher and lower. The total value of the framework agreement is estimated to be between NOK 4 million and NOK 9.5 million over 4 years.
