Framework agreement for trade services - PAINTER

Description

Kristiansand municipality (the Contracting Authority) would like to enter into a parallel framework agreement with up to 5 tenderers for the delivery of trade services and materials for the execution of work at the Contracting Authority's building stock. This procurement concerns painters with the delivery of services and material. The following is examples of what work can be included in this framework agreement, this is, however, not an exhaustive list: - External and internal painting - Cleaning of exterior and interior surfaces in connection with the Execution of painting work - Laying floor coverings and membranes - Wallpapering - Polishing and washing - Spray painting - Fire painting - Varnishing wooden floors/parquet flooring - Service work related to the Content of the framework agreement Work may also include flow filling and plaster filling if such work is appropriate and does not conflict with other agreements that the municipality has. This means that such work is not a mandatory part of this framework agreement. Tenderers will be expected to prepare their own work (rigging). Lot 1: Kristiansand Municipality shall enter into a framework agreement with up to 5 tenderers, which will be ranked in accordance with the award criteria in the applicable tender contest. If one of the framework agreement suppliers leaves during the contract period, the lower ranked suppliers will automatically move up in the rankings. Assignments with estimated value under NOK 300,000 excluding VAT: For assignments with an estimated value under NOK 300,000 excluding VAT, an enquiry will be sent to the tenderer that is ranked as no. 1. If this tenderer does not have spare capacity, the enquiry will be sent to the tenderer that is ranked as no. 2. If this tenderer does not have spare capacity, the enquiry will be sent to the tenderer that is ranked as no. 3, etc. Assignments with an estimated value from NOK 300,000 excluding VAT to NOK 500,000 excluding VAT: For assignments with an estimated value from NOK 300,000 excluding VAT to 500 000 NOK excluding VAT, the award of assignments will, as a starting point, be in accordance with what is described for assignments with an estimated value under NOK 300,000 excluding VAT. The contracting authority reserves the right, however, to hold mini-competitions when the contracting authority deems it most appropriate. The award of assignments in mini-competitions will be to the most economically advantageous tender based on one or more of the following criteria: - Price - Competence/experience - Time for completed assignments The criteria that will apply to the relevant mini contest, and the weighting of these, will be stated in the tender invitation to the mini-contest. When submitting a tender in a mini-competition, tenderers cannot offer a higher hourly rate and mark-up than what was stated in the framework agreement. When holding mini-competitions, the contracting authority can, in addition, request a fixed price for an assignment. Assignments with estimated value over NOK 500,000 excluding VAT: For assignments with an estimated value over NOK 500,000 excluding VAT, mini-competitions will be held in accordance with what is described for assignments with an estimated value from NOK 300,000 excluding VAT to NOK 500,000 excluding VAT. The contracting authority can go outside the framework agreement for assignments where it is relevant to use other trade services/disciplines at the same time. The contracting authority can go outside the framework agreement for the procurement of material that is connected to assignments that the tenderer is carrying out under this framework agreement. The contracting authority can go outside the framework agreement for work connected to extensions and new buildings. The contracting authority can go outside the framework agreement for special restoration project.
