Description
In accordance with § 13-4 of the Public Procurement Act, Vestfold Hospital [Sykehuset i Vestfold] intends to enter into a contract with Norsk medisinsk syklotronsenter AS (NMS) for the procurement of PET scanning services. In addition, the contract includes a dose injector and a hot-lab for handling radioactive products. The new contract will apply from 01.06.2023 and the duration of the agreement is 7 years. The contract aims to improve diagnostic quality and patient comfort, increase efficiency and reduce the use of radiotracers, as well as provide flexibility in the scaling (and location) of the service. The contract should result in lower costs and reduced does of radiation to patients compared to the existing contract. The contract should result in lower costs and reduced does of radiation to patients compared to the existing contract. Upon commencement of the contract, NMS will replace the current modular solution with a new module, and the scanner will be replaced by a new GE Omni Legend 32 FOV scanner. The module contains three injection rooms, a larger water closet and an airlock. New scanners provide better diagnostics and lower doses of radiation to patients and healthcare professionals. The contract has a clear division of responsibilities between the parties. Vestfold Hospital, SiV, is responsible for patient logistics and patient data. The service provider is responsible for: - regulatory approvals - all training of personnel - protocol development - technology transfer - calibration and preparation of the scanner - patient scanning by health professionals with Norwegian authorisation and experience in the field - procurement of consumables - descriptions of investigations when required by SiV. The service is a so-called "pay-per-scan" service, which ensures a fully scalable service in terms of patient volume and continuously updated technical systems, as well as any space requirements that may arise as a consequence of an increase in patient volume. The service also includes guarantees such as coverage for loss of radio tracers in case of scanner failure, etc. Clients of the service are offered participation in workshops and a national professional network. The financing terms of the contract have been assessed in relation to the purchase or hire of a PET-CT machine, and the assessment is that the purchase of services is economically appropriate. The service provider (NMS) is the only provider that can offer a fully integrated seamless service for everything from tracer deliveries to staffed PET scanning services in Norway.
