Description
Trondheim Municipality, hereafter called the contracting authority, invites tenderers to an open tender contest for a contract in the project gas follow-up and consultancy Heggstadmoen. The contracting authority wants tenders from suppliers with the professional, technical and economic basis required for fulfilment of the contract. Furthermore, experience is required from equivalent works for the execution of the contract work mentioned above in accordance with the tender documentation. The contest will be held via the contracting authority's tender management tool, Mercell. All communication and tender submission must take place via Mercell. The contracting authority needs assistance in making regular gas measurements and other follow-up of landfill gas production and emissions at Heggstadmoen disused landfill site. This involves 1) Gas follow-up in accordance with the current authority requirements and operation instructions (attached). 2) Obtain reporting data for annual reports to the pollution authorities and the municipality's climate accounts. 3) If required: troubleshooting, advice and recommendations on measures to be taken for dynamic operation and control of the landfill gas. The assignment comprises: — all of Heggstadmoen disused landfill site: primarily the municipality's property, but private properties on the municipal landfill site can also be included to varying degrees, as well as the landfill site's border area; — regular gas follow-up in accordance with the existing instructions; — risk based gas inspections (primarily methane gas) as required, e.g., for building and technical installations, etc.; — if required, further examine possible errors and irregularities with the landfill site gas/gas system; — prepare and describe relevant measures that will stop gas leaks, increase the amount of gas to oxidation, stop spot emissions, etc.; — risk assessment of the landfill site gas situation; — cooperation with the contracting authority and the post-operation organisation. The contracting authority intends to enter into a contract with one tenderer. The contract period will be for 2 years. The contracting authority will have an option to extend the contract for 1 + 1 year. The contracting authority can also extend the contract for a period that is shorter than 1 year. Regular follow-up in accordance with the authority requirements, instructions, and post-operation is defined as the main project. Other needs for inspections, consultancy, etc., are defined in the options that can be taken up if required.
