We are seeking proposals from suitably qualified suppliers for the provision, implementation and ongoing support of a Learning Management System (LMS) that will support the delivery, management, reporting and continuous improvement of learning and development across our organisation. The successful supplier will provide a modern, user-friendly and scalable solution that supports compliance training, professional development, leadership development and workforce capability building. Cartrefi employs nearly 1300 colleagues across multiple locations throughout Wales and delivers services 24 hours a day, 365 days per year. The organisation is committed to ensuring colleagues have access to high-quality learning opportunities that: Maintain compliance with statutory and regulatory requirements. Support induction and onboarding. Enable ongoing professional development. Support talent development and succession planning. Enhance colleague engagement and retention. Improve organisational performance and service quality. Provide learning opportunities through a range of blended learning methods. We are seeking a strategic learning platform capable of supporting both mandatory training and wider talent development and bespoke initiatives. The LMS will be positioned as a Talent and Learning Platform rather than simply a training or compliance tracking system. In order to align with the broader talent development model, the long-term value of the system is likely to come from combining: Mandatory training compliance Career pathways Leadership development Qualifications tracking Performance and PDP support, and Learning analytics Manager and colleague experience and self service. The proposed system should provide the following functionality. Learning Management Comprehensive course catalogue Assignment of mandatory learning Role-based learning pathways Induction programmes Leadership and management development pathways and supporting learning materials Ability to create and upload internal content Ability to edit and update learning content internally Blended learning capability E-learning modules Video-based learning Resource libraries Knowledge assessments and quizzes Certificates and accreditation track.
