The Ministry of Local Government and Modernisation is responsible for distributing information on political regional and district measures to various target groups. The Ministry would like to enter into a contract for editorial production, further development, and operation of a Norwegian internet portal on Interreg, www.interreg.no. As a starting point, the contract has an upper financial limit of NOK 450,000 a year, with the exception of 2021 when the limit is set to NOK 300,000. The contract will be valid from 1 August 2021 until 31 December 2025, i.e., five months and four years. The contract value is, thus, estimated to be NOK 2,100,000, excluding VAT in total. The contract has an option for a further four - 4 - years extension (2 years + 2 years), and can have a total of 8 years and 5 months. The estimated total value including options is NOK 3,900,000, excluding VAT. Lot 1: The Ministry of Local Government and Modernisation is responsible for distributing information on political regional and district measures to various target groups. The Ministry would like to enter into a contract for editorial production, further development, and operation of a Norwegian internet portal on Interreg, www.interreg.no. The portal must • highlight results of Norwegian project participation in various Interreg programmes • contribute to learning and function as an inspiration source for interested parties and project participants, and regional and national policy developers • contribute with distributing news, telling stories, and practical information on notices, application deadlines, conferences, and seminars, etc., in the programmes' scope. • give a complete overview of Norwegian participation in various projects through the project bank • distribute links to relevant information sources in Norway and the EU. As a starting point, the contract has an upper financial limit of NOK 450,000 a year, with the exception of 2021 when the limit is set to NOK 300,000. The contracting authority would like continuity in the work and the tenderer must preferably ensure follow-up of Interreg through the entire EU programme and budget period 2021-2027, as well as the follow-up of projects that are completed in a new Interreg period. The contracting authority's description of the delivery is in annex 1 of the contract. The invitation to tender was published in accordance with the Public Procurement Act and the Public Procurement Regulations, Part I and Part III in accordance with the procurement procedure for an open tender contest, cf. the the Public Procurement Regulations § 13-1 (1). The contracting authority did not receive any tenders by the deadline for receipt of tenders. The Contracting Authority implemented thereafter a contest with negotiations without a prior publication, c.f. the Public Procurement Regulations § 13-3 letter a.
