Health and Safety The contractor must comply with all relevant health and safety regulations and is responsible for securing the site during construction, including the use of fencing where appropriate. The contractor is also responsible for securing their equipment on site. The Council will not be held liable for any loss or damage to equipment or injury to members of public during construction. The Parish Council is acutely aware that playground inspections routinely highlight an inability to fully inspect the structural integrity of play equipment, especially those elements that are below ground level. Whilst any failure of such components would be covered under the warranties supplied by the manufacturer the Parish Council would welcome guidance on the monitoring and maintenance of any such decay post warranty. Insurance The successful contractor must have the following cover in place: • Public Liability Insurance of no less than: £10 Million • Product Liability Insurance of no less than: £5 Million • Employers Liability Insurance of no less than: £5 Million • Professional Indemnity Insurance of no less than: £1 Million Evidence of this cover must be provided at the initial quotation stage. Additional Documentation A Schedule of Works with a commencement and completion date and a Risk Assessment and Method Statement must be provided prior to work commencing. 5. Specification of Works Gold Hill play area is a well-used playground located at the top of the village within our popular commons open space. The current playground consists mostly of ageing metal equipment with wet pour safety surfacing. Much of the equipment and surfacing is beginning to show signs of wear and is in need of replacement. Although the playground currently contains a wide range of equipment, it lacks a cohesive design and the Council is seeking to include more exciting play equipment that caters to children between 1 and 12 years of age. Equipment to be retained includes Slide (at the entrance) Multi-unit Swings (flat) 2 x Springy (possibly move it) Rocking horse Roundabout We would like to add a couple of multi-play units that are accessible for children younger children and those with disabilities. The challenge is to design a playground that caters to all age ranges with stimulating pieces that children are excited to use. Materials The Parish Council are willing to consider equipment made of different materials e.g. wood, plastic and metal pieces. However, due to the heavy use of the playground, equipment must be robust and vandal-proof. The Parish Council also wishes to include appropriate safety surfacing to deliver a cohesive play experience. Any specified material must be hardwearing and offer longevity and be cost effective. The Parish Council believes bonded rubber mulch would be a preferred option however, other options will be considered. Environmental Considerations The Parish Council are environmentally aware and is interested in reducing carbon emissions and mitigating its impact on the environment wherever possible. Applicants that can demonstrate environmentally friendly policies with regard to the manufacture, recycling and disposal of equipment will be looked on favourably. List of minimum play equipment required Cradle swings - two swings for younger children Basket swing - for all to use including those with disabilities Pre-school/Toddler multi-play unit - This piece should be exciting and challenging, aimed at children between 1-5 years old and should include some of the below - slide(s) walkways/bridges tubes/tunnels climbing wall/rope fireman's pole base area accessible to younger children/wheelchair users with interactive elements. Balance Area - stepping pods and balance beams to assist children with co-ordination and balance Trampoline - medium ground level trampoline(s) See Saw - traditional see saw Surfacing - Environmentally friendly and cost-effective safety surface Pathways - Accessible for wheelchairs/pushchairs Seating - 2 picnic tables to be placed around the equipment, which are wheelchair accessible.
