Summary of the work Development of performance dashboards for decision makers across the network of NCS Delivery Partners. NCS Trust has the data system, BI platform and roll-out plan in place. The supplier will ensure the outcome is achieved by conducting user research, writing requirements, and supporting dashboard development, testing, documentation and training. Expected Contract Length 12 months. Buyer has an option to extend for further 6 months twice. Latest start date Monday 6 January 2020 Budget Range up to £150,000 (across FY 19/20 & FY 20/21) Why the Work is Being Done To give decision-makers across the network of NCS employees/partners access to information in the right format at the right time, by deploying Business Intelligence (BI) tools, e.g. dashboards. Benefits we are seeking to achieve: *One version of the truth, leading to faster decisions *Less time spent on gathering info, more on interpretation and action *Best practice sharing across the network *Reduced duplication in network Problem to Be Solved NCS currently has a central data system and access to a BI platform (Salesforce Einstein Analytics) that is shared across its employees and the network of partners. NCS now needs a set of dashboards for groups of key decision makers across the network. -Dashboards needed for insight into: *Contract management *National/Regional recruitment (=sales) management *Customer experience management *Frontline recruitment (individualised dashboard) *Programme accommodation booking *Programme setup *Social mix on programme *Live programme management -All data for all dashboards are available through Salesforce. The in-house team leads on setting up data flows and ETL jobs into Salesforce Einstein Analytics. Who Are the Users As a decision maker in the NCS network, I need to be able to access the most important information to make decisions For example: As a sales manager, I need to see how many people have signed up for each programme; As a programme manager, I need to see how many venues have been booked; etc. Work Already Done -All partners in the network use a single central data system (Salesforce) managed by NCS Trust, which contains all the critical data to be displayed -Salesforce Einstein Analytics (SFEA) platform up and running -First dashboard has already been deployed within SFEA -Senior management bought in -Trained internal staff on development of dashboards in Einstein Analytics. Existing Team -Existing team is entirely in-house and consists of Director of Advanced Analytics & Insights, Central Data & Analytics Manager and 4 people reporting into this Manager (2 on Data Quality & Assurance, 1 on Data Engineering, 1 on BI Analysis) -Key stakeholders include the data leads at each partner within the NCS network -Some interaction with in-house Salesforce team -Interaction with winning supplier for "Advanced Analytics" support through separate Digital Outcomes procurement, for feeding the outputs of the advanced analytics tools into the BI dashboards (particularly text analytics into a customer experience dashboard) Current Phase Not applicable Skills & Experience • Experience with developing and deploying dashboards for clients, through a dedicated BI platform (e.g. Einstein Analytics, powerBI, Tableau, Qlik or similar) • Experience conducting user research in a context of developing digital/technological tools for non-technical business users • Experience translating user research into business requirements • Experience translating business requirements into technical requirements and logging these into planning software (e.g. JIRA or similar) • Experience setting up data flows (ETL jobs) • Experience building and testing dashboards and reports to ensure consistency with existing analytics products • Experience working for organisations that act as commissioners within the public sector • Experience working with organisations that work with a network of partners • Experience working with central or local government • Experience with developing and embedding data ethics framework into BI tools • Experience implementing data security in reporting where required • Experience training non-technical users in the usage and interpretation of dashboards and reports • Experience in driving businesses to adopt new analytics solutions • Experience delivering analytics solutions in an agile approach to deliver results to users quickly • Experience handing documenting and handing over developed assets to a BAU team for maintenance and further development Nice to Haves • Experience with Salesforce Einstein Analytics • Experience working with youth programmes • Experience working with the voluntary, charitable and social enterprise sector Work Location London (Earls Court area). Occasional travel within the UK for workshops. Working Arrangments -We are seeking an arrangement where the supplier works with us full-time, 5 days per week. How many people and which roles are expected to be provided by the supplier? It is up to the supplier to propose a team setup that would deliver the required outcome. We would expect full-time engagement of at least one person doing the actual groundwork; they can be complemented with other team members as the supplier sees fit. 2. Are we able to propose more than one candidate? ie, we have at least 2 members of the team here who can do this type of work, based locally as we are in hammersmith, and the two consultants are at different levels, one slightly more senior, and therefore different costs. what can we do in this instance? Yes the team you propose can consist of more than one candidate. As the contract is capped time & materials, you can propose different rates for different levels and include in your proposal how much time you would expect each to have to spend on the project to achieve the required outcome. 3. Budget £150K – Is this + VAT, or including VAT including VAT if applicable 4. Is this budget includes Licences extension? If so how much amount is put for Licences? If this is inclusive of Licences – Please provide below details Einstein Analytics licences are already paid for through our overall Salesforce contract. The budget for this consultancy work does not need to take any Salesforce licencing cost into account 5. Number of new internal NCS user who would need Einstein Analytics Licences? Several hundreds, at NCS Trust and in the wider NCS network. As per above, no licencing cost needs to be taken into account 6. Number of new partner users who would need Einstein Analytics Licences? Assuming they would be accessing through community? Several hundreds, at NCS Trust and in the wider NCS network. As per above, no licencing cost needs to be taken into account 7. You state "All data for All dashboards are available through Salesforce. The in-house team leads on setting up data flows and ETL jobs into Salesforce Einstein Analytics." Does it mean for this scope, data would be only inside Salesforce? Is data from other sources not in scope? For the BI work, suppliers can assume that all data will already be in Salesforce Einstein Analytics. (note this is not the case for the AA work procured separately) 8. Will ETL jobs refresh the entire data or it would be incremental update only? "As per above, the in-house team will be in charge of ETL jobs into Salesforce Einstein Analytics. We are currently running periodic full updates of our data. For some Salesforce objects, daily full updates are in place. Einstein Analytics takes care of change data capture automatically so this is not a concern for this project." 9. Will the dashboards would need to show historical trends? This is not a strict requirement but would definitely be preferable 10. Rough number of total charts? This is hard to tell at this moment, as it depends on the business requirements gathering which is part of the scope. This is one of the reasons why we went for a Time & Materials based contract 11. Rough number of dashboard filters ? (Like Financial Year, Area filter etc) Filters are already in place for the first dashboard and we intend to use the same ones. There are 7 currently (mostly geographical, e.g. region, local authority, etc) 12. Is it correct to assume that the necessary data for testing would be loaded by NCS internal team? Yes correct 13. Is building Salesforce community for partner user also in this scope? If in scope, is it's just adding pages for dashboard or building a community from scratch? We already have this in place. The scope does not include building a Salesforce community.
