ESC Volunteer Training and Evaluation Cycle- European Solidarity Corps

Léargas, as the National Agency for the European Solidarity Corps (ESC) in Ireland, invites suitably qualified service providers to submit tenders for the design and delivery Training and Evaluation Cycle (TEC) for ESC volunteers for the period 2026–2027. The TEC is a structured learning process that supports young people aged 18–30 throughout their volunteering experience, ensuring personal development, reflection, and alignment with ESC values. The successful tenderer will provide high-quality facilitation, training delivery, and reporting services aligned with the European Solidarity Corps (ESC) Programme objectives. This procurement is conducted in accordance with Léargas Procurement Policy and public procurement principles of transparency, equal treatment, proportionality, and value for money. Objectives ESC TEC events support capacity building, inclusion, and quality improvement across the ESC programme. This framework agreement is expected to operate for: • Initial term: 12 months • Option to extend: 12 additional months (subject to performance and budget) Estimated total contract value (maximum): €120,000 (excl. VAT) over two years. No guarantee of minimum volume is implied. Scope of Work The successful tenderer will: • Design and deliver: On-Arrival Training for ESC Volunteers including Orientation, intercultural learning, ESC values.[CM1.1] • Mid-Term Training: Reflective space for volunteers to assess progress share experiences and plan improvements. • Provide qualified facilitators with relevant ESC experience • Deliver interactive, inclusion-focused methodologies • Submit structured event reports • Participate in planning and evaluation meetings • Ensure compliance with safeguarding and GDPR requirements Detailed deliverables include: • Training design documentation • Delivery of sessions • Participant engagement activities • Post-event reporting within 10 working days
