Birkenes Municipality invites tenderers to an open tender contest for the establishment, operation and maintenance of a measuring station for local air pollution in Lillesand, in accordance with the pollution regulations, Chapter 7. A measuring station is required that can take measurements of sulphur dioxide (SO2). Tenders can be submitted for 3 alternatives. It is up to tenderers to choose which and how many of the alternatives they submit a tender for. The alternatives are as follows: — renting a measuring station including operation, — procurement of a measuring station, — procurement of a measuring station and operation via external consultants. Tenders for alternative B will only be assessed if the municipality is able to operate it itself. The municipality reserves the right, therefore, to allocate its own employees with the required capacity and availability in order to carry out operations itself. A decision has not yet been made on this. Lillesand Municipality has had a contract with a supplier since 2014, who has operated a measuring station for S02 at Holta in Lillesand. The contract has now expired and the municipality would like to enter into a contract for the establishment, operation and maintenance of a measuring station for a new period. Lillesand Municipality started with measurements after receiving a demand from the Climate and Pollution Agency in 2012 to start air quality measurements in the municipality. The demand came about as a result of detailed reviews of measurement results from 2007 (NILU: or 36/2008) from emissions from the company Saint Gobain Ceramic Minerals, and is pursuant to the pollution regulations, chapter 7 on local air quality. The letter from the Climate and Pollution Agency is attached (Annex 3). The S02 measurements in the last 5 years show that the pollution regulations limit value per 24 hours was exceeded one year, the upper assessment threshold was exceeded 3 years, and the lower assessment threshold was exceeded 5 years over the course of the last 5 years. Continued permanent measurements are therefore required, cf. the Pollution Regulations §7-8. The measurements must continue from the same place as before, on municipal land by the sports arena at Holta. The municipality will provide electricity. Further details on the need are in the requirements specifications (Part 2, Annex 1).
