Site 1: Lamby Way Landfill Site is located in Rumney, Cardiff and currently has an installed capacity of 3 018 kilowatts it has produced 359 809 MWhs of energy during the period 2004 to 2018, the amount of energy produced has declined 3,5 % per year. The site has outperformed most other UK landfill sites by an average of 16,7 % over the past 7 years. Site 2: Ferry Road Landfill Site. Ferry Road has produced 19 747 MWhs of energy during 2004-2018, and its energy has declined 6,9 % per year. The current landfill gas lease expires in late 2019 after 22 years. It is proposed that the new contract will be for both sites and will be on a basis of a 12 year contract, with an option to extend to 2040. The Council are seeking a percentage share of the royalty payments for the electricity that is transferred to the grid. Suppliers are requested to register their potential interest in the contract on Sell2Wales. Cardiff Council require a contractor/tenant who specialises in the electricity generation from Land Fill Gas (LFG) and LFG management. The sites: Site 1: Lamby Way Landfill Site is located in Rumney, Cardiff and currently has an installed capacity of 3 018 kilowatts. The site was commissioned for landfill gas extraction on 1.12.1998, and has been operational since this date. The Landfill site at Lamby Way is closed and all cells have been capped since 2018. Lamby Way Landfill Site has produced 359 809 MWhs of renewable energy during the period from 2004 to 2018, and the amount of energy produced has declined by 3,5 % per year. The Lamby Way site has outperformed most other UK landfill sites by an average of 16,7 % over the past seven years, according to efficiency data obtained from the industry regulator, Ofgem based on 446 UK landfill sites. Site 2 Ferry Road Landfill Site located in the Grangetown area of Cardiff. The site was commissioned for landfill gas extraction on 1.12.1998, and has been operational since this date. The Ferry Road Site has been closed since 1994. Ferry Road has produced 19 747 MWhs of renewable energy during 2004-2018, and its energy has declined by 6,9 % per year. The current landfill gas lease expires in late 2019 after 22 years. It is proposed that the new contract will be for both sites and will be on a basis of a 12 year contract, with an option to extend to 2040 dependent on the gas curve for these sites. The successful bid supplier/tenant would take over from our current contract. We will expect the connection to the national gird to be undertaken and all equipment to be supplied and managed. All the current site apparatus and equipment together with the conducting media will remain in the council ownership for use by the incoming contractor/tenant. The Council are seeking a percentage share of the royalty payments for the electricity that is transferred to the grid, this is to include GDUoS income, Triad income, Traded Power (until 2021), ROC and BSUoS and all associated income and savings. Based on independent calculations from the income generated in the last 10 years and the future of the gas curve we anticipate the value of the contract from 2020- 2032 to be in the region of 11 200 000 GBP. Should the gas curve continue as forecast until 2040, we anticipate the total value of the electricity generated 2020-2040 to be an estimated 13 300 000 GBP. Suppliers/tenants are requested to register their potential interest in the contract on Sell2Wales.
