Specialist Carriageway and Footway Surfacing Framework Contract

West Lothian Council is preparing a framework tender to carry out specialist surfacing works on roads and footways. This PIN is in relation to a new framework opportunity coming up for the various specialist surfacing processes which include carriageway retexturing, in-situ recycling, surface dressing, slurry seal, re-tread, thin surfacing and joint repair/overband sealing of joints. The Lot structure is still being considered therefore subject to change. The tenders will have opportunity to bid on any of the Lots. Lot 1: Carriageway Retexturing The use of a technique to provide a surface texture on roads that have lost their anti-skid properties. Lot 2: In-situ Recycling The existing road material that is to be recycled does not leave the construction site and is treated in place through a mechanical process that involves various stages: pulverisation to produce a granulate to the desired depth of existing material; mixing with binding agents; and finally repaving and compaction. A new standard surface course is required on top of the recycled material. Lot 3: Surface Dressing The provision of a new surface texture which also seals the road against water penetration by spraying the road with bitumen and overlaying with granite / whin chippings. Lot 4: Slurry Seal Slurry seal is the application of a mixture of water, asphalt emulsion, fine aggregate and additives, including a polymer, to an existing asphalt pavement surface. The placement of this mixture on existing pavements is intended to seal the road and provide texture. For use mainly in residential streets. Lot 5: Re-tread Retread is an in-situ recycling process which reconstructs the defective carriageway to a depth of around 75mm, without the need to remove material from the site. For use on minor routes. Lot 6: Thin surfacing The provision of thin bituminous wearing courses usually laid around 20 – 30mm thick. Lot 7: Joint Repair / Overband Sealing of joints The process entails the provision and laying of Bitumen or Thermoplastic Rolls or Strips over the defective cracks on the wearing course or the pouring of Bitumen compound into open cracks in the road surface.
