This Prior Information Notice (PIN) is a call for expressions of interest for a Contract Notice about to be published for the procurement of treatment etc. of various waste streams managed by Dumfries and Galloway Council. Feedback from interested parties will also be considered when finalising the Invitation to Tender and other procurement documentation. Lot 1: Treatment and recycling, recovery, or disposal of Mechanical Biological Treatment (MBT) plant Fines Fine organic material smaller than 8mm. It also contains sub 8mm fractions of plastic and glass. Additional information: Please note that proposed lotting structure might be a subject to change. Lot 2: Treatment and recycling, recovery, or disposal of MBT plant Dust This is the material from the dust extraction system of the MBT. The dust is contained in large bags sometimes referred to as “tonne bags” or “elephant bags”. Additional information: The proposed lotting structure might be a subject to change. Lot 3: Treatment and recycling, recovery, or disposal of MBT plant Belt Sweepings This output from the MBT is the overspill from some of the transport belts in the refinements section of the MBT plant. It is predominantly a very dusty material with some Refuse Derived Fuel and Solid Recovered Fuel within it, and some non-ferrous metal. It is currently collected in a skip. Additional information: The proposed lotting structure might be a subject to change. Lot 4: Provision of a skip, collection, treatment and recycling, recovery, or disposal of MBT plant Ferrous Metals This is ferrous metal extracted from the mixed waste stream as part of the MBT plant’s refinement operation. This material is heavily contaminated with mixed waste. It has been shredded twice by the point of extraction. Additional information: The proposed lotting structure might be a subject to change. Lot 5: Contingency for Residual Waste reception and treatment Contingency arrangements for the reception and treatment or landfill disposal of primarily residual waste, but possibly other non-hazardous waste streams. Normally for one or two days due to breakdown or plant maintenance at DGC’s MBT plant. But on rare occasions planned plant maintenance may last for several weeks. One breakdown recently meant that diversion was required for 5 months – this was due to exceptional circumstances (once in 15 years of operation) and is not likely again. Lot 6: Contingency for Residual Waste RCV reception from the Nithsdale operational area A suitably licensed waste facility is required within 5 miles by road of the MBT Plant, Lochar Moss, Lockerbie Road, Dumfries DG1 3PG as a reception and bulking facility if the MBT plant is unable to accept waste. Lot 7: Reception, recycling, recovery, or disposal of Bulky Waste The provision of a suitably permitted or licensed waste reception facility to receive Bulky Waste from HWRCs and collection operations. Additional information: The proposed lotting structure might be a subject to change. Lot 8: Reception and recycling of Green (Garden) Waste This Lot is seeking the provision of a suitably permitted or licensed waste reception facility to receive Green (Garden) Waste, primarily from HWRCs but possible from ‘parks and gardens’ operations. There may be a requirement to receive green waste from kerbside collection in the future too. Additional information: The proposed lotting structure might be a subject to change. Lot 9: Reception and recycling of Fibres (mixed Paper & Card) In the east of Dumfries and Galloway (within 5 miles by road of the MBT Plant, Lochar Moss, Lockerbie Road, Dumfries DG1 3PG) a reception facility is required for deliveries and recycling of this waste stream by RCVs and bulk articulated vehicles from kerbside collections, and by skip from HWRCs until DGC’s own bulking facility is operational (anticipated to be February 2024). After DGC has its own facility in the east, the material will only require offtakers for recycling. DGC already has a its own reception and bulking facility in the west (at Stranraer) so the material for this part of the region is immediately available for offtakers to recycle. Lot 10: Reception and recycling of Containers (mixed Metals, Plastics & Cartons) In the east of Dumfries and Galloway (within 5 miles by road of the MBT Plant, Lochar Moss, Lockerbie Road, Dumfries DG1 3PG) a reception facility is required for deliveries and recycling of this waste stream by RCVs and bulk articulated vehicles from kerbside collections, and by skip from HWRCs until DGC’s own bulking facility is operational (anticipated to be February 2024). After DGC has its own facility in the east, the material will only require offtakers for recycling. DGC already has a its own reception and bulking facility in the west (at Stranraer) so the material for this part of the region is immediately available for offtakers to recycle. Lot 11: Reception, recycling, recovery, or disposal of Inert Waste & Rubble This Lot is seeking the provision of a suitably permitted or licensed waste reception facility to receive Inert Waste and Rubble materials including soil. Lot 12: Collection, reception, and disposal of Asbestos Waste Suitably permitted or licensed waste management company to collect and treat Asbestos Waste, double bagged and stored in chain lift skips from 8 D&G Council Household Waste Recycling Centres (3 in the west and 5 in the east of the region) Additional information: The proposed lotting structure might be a subject to change. Lot 13: Reception, recycling, recovery, or disposal of Wood Waste In the east of Dumfries and Galloway (within 5 miles by road of the MBT Plant, Lochar Moss, Lockerbie Road, Dumfries DG1 3PG) a reception facility is required for deliveries and recycling of this waste stream by skip from HWRCs until DGC’s own bulking facility is operational (anticipated to be February 2024). After DGC has its own facility in the east, the material will only require offtakers for recycling. DGC already has a its own reception and bulking facility in the west (at Stranraer) so the material for this part of the region is immediately available for offtakers to recycle. Additional information: The proposed lotting structure might be a subject to change. Lot 14: Reception, recycling, recovery, or disposal of Street Sweepings (grit & fines) Provision of a suitably permitted or licensed waste reception facility to receive Street Sweepings. Additional information: The proposed lotting structure might be a subject to change. Lot 15: Collection and recycling of Engine Oil & Hydraulic Fluid Collection and recycling of engine oil from approximately 11 HWRCs. Additional information: The proposed lotting structure might be a subject to change. Lot 16: Collection and recycling of Cooking Oil Collection and recycling (possibly including the provision of a suitable tank) of vegetable cooking oil from HWRCs. DGC currently has two HWRCs that accept cooking oil in the west of the region (Stranraer and Newton Stewart), but may wish to expand the service to other HWRCs around the region with enough space for a tank (some licence variations will be required by DGC to facilitate this). Lot 17: Collection, recycling, recovery, or disposal of Tyres Collection of waste tyres (including those still on rims ideally) from all HWRCs. Additional information: The proposed lotting structure might be a subject to change. Lot 18: Collection, reuse, recycling, recovery, or disposal of Gas Bottles Collection of ‘scheme’ and non-scheme gas bottles from HWRCs. Additional information: The proposed lotting structure might be a subject to change. Lot 19: Reception, recycling, recovery, or disposal of Scrap Metal Reception and recycling of scrap metal delivered from 12 HWRCs. Additional information: The proposed lotting structure might be a subject to change. Lot 20: Provision of receptacles, collection, recycling, recovery, or disposal of Lead Acid Batteries (e.g., car batteries) Provision of receptacles (spec to be agreed), safe collection (no handballing), and recycling of lead acid batteries such as car batteries etc. Additional information: The proposed lotting structure might be a subject to change.
