Voluntary ex-ante transparency notice - procurement of research plane for NORCE Norwegian Research Centre AS NORCE Norwegian Research Centre AS, hereafter called NORCE, intends to enter into a contract with Bioflight A/S for procurement of a research aircraft of the type Vulcanair P68C. The plane will be used for research purposes in Arctic climate, for, among other things, remote sensing, atmospheric measurements and to further develop NORCE-research within unmanned aviation. The purpose of this voluntary ex-ante transparency notice is to clarify whether there are substantiated objections to the planned contract signing. For more information about the procurement or any objections to the contract signing, send notification by email to torm@norceresearch.no or via Mercell. The waiting period expires 10 December, 12:00. Any objections or petitions for temporary injunction must be presented before this time. Lot 1: Voluntary ex-ante transparency notice - procurement of research plane for NORCE Norwegian Research Centre AS NORCE Norwegian Research Centre AS, hereafter called NORCE, intends to enter into a contract with Bioflight A/S for procurement of a research aircraft of the type Vulcanair P68C. The plane will be used for research purposes in Arctic climate, for, among other things, remote sensing, atmospheric measurements and to further develop NORCE-research within unmanned aviation. The plane must fulfil a number of requirement in order to be suitable for this purpose, and have necessary certifications. See the appendix for a comprehensive description of requirements. NORCE has conducted extensive research in the market and has concluded that there is only one type of plane that satisfies the requirements the plane must meet. Furthermore, the research has identified that there is only one supplier who can offer this plane in the relevant time period. The terms for procurement without a contest according to PPR §13-4 letter b are thereby considered met. The purpose of this voluntary ex-ante transparency notice is to clarify whether there are substantiated objections to the planned contract signing. NORCE will make a thorough assessment of any objections that may be received before contract signing. For the record, NORCE points out that it is also possible to request a temporary injunction demanding NORCE refrain from entering into contract. The waiting period expires 10 December 2021, 12:00.
