Kooth has delivered the South East London online emotional wellbeing and counselling service for children and young people effectively over the past three years, demonstrating strong coverage, flexibility, and alignment with local priorities for prevention, early intervention, and equitable access. The service continues to meet key performance indicators and receives positive feedback from service users. Its low-barrier digital model provides timely support and achieves strong engagement from global majority groups. As the only universal digital early intervention offer available across all SEL boroughs, Kooth provides flexible, out-of-hours access at scale. Maintaining continuity ensures ongoing choice for young people, particularly those who find it challenging to engage with traditional services, and helps prevent escalation into higher-cost, more intensive provision. The lifetime value of the contract is £1,135,000 (including VAT, annual value), with a contract start date of 1 April 2026 and an end date of 31 March 2028 (2 years). This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The publication of this notice marks the start of the standstill period, which commences on 04.03.2026. Representations by providers must be made to the relevant authority by 13.03.2026. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.
