Prior Market Consultation (PMC) for External Consultation to create a 5 year strategic plan for the Irish Research eLibrary (IReL)

Description

The service would like to initiate a pre-quotation to identify relevant experts with the experience and knowledge to support the IReL Director and IReL Advisory Committee to develop a strategic plan for IReL for the years 2027-31. The development process will include the following: • An initial landscape analysis taking into account relevant national and international initiatives and developments • A SOAR (strengths, opportunities, aspirations and results) developed in consultation with the IReL office and representatives from IReL governance structures • The identification and validation of strategic directions for IReL • A comprehensive stakeholder engagement process, including interviews and a stakeholder workshop with the broader IReL membership and other key stakeholders • Drafting a strategic plan that outlines strategic directions, priorities, objectives and KPIs that are measurable over a five year period The service would like to initiate a pre-quotation to identify relevant experts with the experience and knowledge to support the IReL Director and IReL Advisory Committee to develop a strategic plan for IReL for the years 2027-31.
