Cooperation on response services and innovation within welfare technology

Halden Municipality intends to work for the best possible use of welfare technology for the benefit of the municipality's inhabitants. It is, thus, natural to seek cooperation with other municipalities in order to share experiences and to make this work more efficient. Helsevakten in Fredrikstad aims to provide a uniform response centre service of high quality for the cooperating municipalities, and Halden Municipality would therefore like to be part of this cooperation. Lot 1: Halden Municipality intends to work for the best possible use of welfare technology for the benefit of the municipality's inhabitants. It is, thus, natural to seek cooperation with other municipalities in order to share experiences and to make this work more efficient. Helsevakten i Fredrikstad aims to provide a uniform response centre service of high quality for the cooperating municipalities, and Halden Municipality would therefore like to be part of this cooperation. Justification for awarding a contract without announcement of a contest (Public Procurement Regulations § 3-3): The Public Procurement Act and Regulations do not apply to contracts entered into exclusively between two or more clients, and which establish or carry out a collaboration a) with the purpose of ensuring that public assignments are carried out in order to achieve a common goal b) that are carried out exclusively for the sake of public interests and c) where less than 20 percent of the activities included in the cooperation are carried out for others that the contracting authorities. 'Helsevakten' is a public - public cooperation between the parties to ensure that public assignments are carried to achieve common goals, and which are performed solely for the sake of public interests. The contract is not of a commercial nature. The parties will be obliged to make real contributions in the cooperation. There will be cooperation on a strategic, tactical and operative level. Halden Municipality intends to sign a contract 10 days after this notice.
